สำนักงานตำรวจแห่งชาติผนึกกำลังหน่วยงานด้านความมั่นคงจากทั่วโลก ในเวที The 2026 Conference of Global Public Security Cooperation Forum (Lianyungang) ณ เมืองเหลียนหยุนกั่ง ประเทศจีน
วันนี้ (14 กันยายน 2569) พล.ต.ต.จตุรภัทร์ ภิรมย์แก้ว ผู้บังคับการกองการต่างประเทศ ในฐานะรองโฆษกสำนักงานตำรวจแห่งชาติ เปิดเผยว่า สำนักงานตำรวจแห่งชาติได้ส่งคณะผู้แทนจากกองการต่างประเทศและสำนักงานตรวจคนเข้าเมือง เข้าร่วมการประชุม The 2026 Conference of Global Public Security Cooperation Forum (Lianyungang) ณ เมืองเหลียนหยุนกั่ง มณฑลเจียงซู สาธารณรัฐประชาชนจีน ระหว่างวันที่ 8–10 กันยายน 2569 เพื่อแลกเปลี่ยนองค์ความรู้ เสริมสร้างช่องทางการประสานงาน และพัฒนาความร่วมมือด้านการบังคับใช้กฎหมายในการรับมืออาชญากรรมข้ามชาติและภัยคุกคามด้านความมั่นคง
สำหรับการประชุมครั้งนี้ มีผู้แทนกว่า 2,100 คน จากประเทศ เขตปกครอง และองค์การระหว่างประเทศรวม 139 แห่ง เข้าร่วมหารือผ่านการประชุมย่อยในสาขาต่าง ๆ อาทิ ความมั่นคงไซเบอร์ การต่อต้านการก่อการร้าย การปราบปรามยาเสพติด การบริหารจัดการคนเข้าเมือง ความปลอดภัยด้านการท่องเที่ยว และเทคโนโลยีเพื่อการบังคับใช้กฎหมาย นอกจากนี้ ยังมีการจัดนิทรรศการเทคโนโลยีเพื่อความปลอดภัยสาธารณะอีกด้วย
โดยในหัวข้อด้านภัยออนไลน์และความมั่นคงไซเบอร์ ที่ประชุมให้ความสำคัญกับการแลกเปลี่ยนข้อมูลอย่างรวดเร็ว การสืบสวนไปถึงต้นทาง การติดตามเส้นทางการเงิน การตัดวงจรและเครือข่ายสนับสนุนอาชญากรรม
ในด้านการต่อต้านการก่อการร้าย ที่ประชุมเห็นพ้องให้ส่งเสริมความร่วมมือแบบพหุภาคีโดยมีสหประชาชาติเป็นแกนกลาง มุ่งแก้ไขปัญหาที่ต้นเหตุ ควบคู่กับการแลกเปลี่ยนข่าวกรอง การสืบสวนทางการเงินและการตัดช่องทางเงินทุนสนับสนุน การพัฒนาระบบแจ้งเตือนล่วงหน้า เพื่อป้องกันภัยก่อนส่งผลกระทบต่อชีวิตประชาชนและพื้นที่สาธารณะ
ด้านการตรวจคนเข้าเมือง คณะผู้แทนได้ศึกษาแนวทางการประยุกต์ใช้ฐานข้อมูลและเทคโนโลยีอัจฉริยะในการตรวจคัดกรองบุคคลและบริหารจัดการด่าน เพื่อป้องกันมิให้ผู้กระทำผิดอาศัยช่องทางการเดินทางระหว่างประเทศในการก่ออาชญากรรม ควบคู่กับการอำนวยความสะดวกและยกระดับความปลอดภัยให้แก่ผู้เดินทางและนักท่องเที่ยว
ทั้งนี้ คณะผู้แทนสำนักงานตำรวจแห่งชาติยังได้เข้าร่วมสังเกตการณ์การก่อตั้ง “พันธมิตรระหว่างประเทศเพื่อต่อต้านการฉ้อโกงทางโทรคมนาคมและไซเบอร์” (International Alliance Combating Telecom and Cyber Fraud) ซึ่งริเริ่มโดยสาธารณรัฐประชาชนจีน ปัจจุบันประกอบด้วยประเทศผู้ร่วมก่อตั้ง 46 ประเทศ ประเทศผู้สังเกตการณ์ 34 ประเทศ และองค์การระหว่างประเทศ 4 แห่ง รวมถึงสหประชาชาติและองค์การตำรวจสากล
อีกทั้งในระหว่างการประชุม คณะผู้แทนสำนักงานตำรวจแห่งชาติ ได้หารือกับผู้แทนจากสำนักงานสอบสวนกลางสหรัฐอเมริกา (FBI), ศูนย์บูรณาการความร่วมมือการบังคับใช้กฎหมายและความมั่นคงล้านช้าง–แม่โขง (LMLECC), หน่วยงานตำรวจจากฮ่องกง สิงคโปร์ และมณฑลเจียงซู เพื่อยกระดับช่องทางการประสานงานในคดีสำคัญเร่งด่วนและคดีที่มีความเชื่อมโยงกันหลายประเทศ
ขณะเดียวกัน นิทรรศการเทคโนโลยีเพื่อความปลอดภัยสาธารณะได้นำเสนอการประยุกต์ใช้ปัญญาประดิษฐ์ (AI) ฐานข้อมูล โดรน และหุ่นยนต์ เพื่อสนับสนุนการวิเคราะห์คดี การเฝ้าระวัง และการรับมือเหตุฉุกเฉิน โดยยึดหลักนิติธรรม เคารพสิทธิมนุษยชน และคุ้มครองข้อมูลส่วนบุคคลเป็นแนวทาง
สำหรับเวทีดังกล่าวเริ่มต้นในชื่อ Lianyungang Forum เมื่อปี 2015 ก่อนยกระดับเป็น Global Public Security Cooperation Forum (Lianyungang) ในปี 2022 โดยการประชุมประจำปี 2026 นับเป็นการประชุมครั้งที่ 5 ภายใต้ชื่อปัจจุบัน ซึ่งมีการยกระดับ การจัดประชุมย่อย การสัมมนา และกิจกรรมแลกเปลี่ยนแล้วกว่า 30 ครั้ง ครอบคลุมตั้งแต่ระดับรัฐมนตรี เจ้าหน้าที่อาวุโส นักวิชาการ ไปจนถึงผู้เชี่ยวชาญสาขาต่าง ๆ เวทีนี้มีบทบาทสำคัญในการสร้างความไว้วางใจและช่องทางติดต่อโดยตรงระหว่างหน่วยงานบังคับใช้กฎหมายและหน่วยงานด้านความมั่นคงทั่วโลก ช่วยให้การประสานข้อมูล พยานหลักฐาน และความช่วยเหลือระหว่างประเทศเป็นไปอย่างรวดเร็วและมีประสิทธิภาพยิ่งขึ้น ซึ่งเป็นกลไกสำคัญในการเสริมสร้างสังคมที่ปลอดภัยสำหรับรับมือกับภัยคุกคามรูปแบบใหม่
RTP Representatives Join Global Public Security Agencies at the 2026 Conference of Global Public Security Cooperation Forum (Lianyungang), Lianyungang, China
(14 Sep 2026) Pol. Maj. Gen. Jaturapat Bhiromkaew, Deputy Spokesperson of the Royal Thai Police, announced that The Royal Thai Police (RTP) sent a delegation comprising representatives from the Foreign Affairs Division and the Immigration Bureau to attend the 2026 Conference of Global Public Security Cooperation Forum (Lianyungang), held in Lianyungang, Jiangsu Province, the People’s Republic of China, from 8–10 September 2026. The conference provided a platform for exchanging knowledge, strengthening coordination channels, and advancing law enforcement cooperation in addressing transnational crime and security threats.
The conference brought together more than 2,100 representatives from a total of 139 countries, regions, and international organizations. Participants engaged in discussions through various sub-forums covering areas such as cybersecurity, counter-terrorism, drug control, immigration management, tourism safety, and technology for law enforcement. An exhibition on public security technology was also held as part of the conference.
Regarding online threats and cybersecurity, the conference emphasized the importance of rapid information exchange, tracing investigations back to their sources, tracking financial flows, and disrupting criminal operations and their supporting networks.
In the area of counter-terrorism, the conference agreed on the importance of promoting multilateral cooperation with the United Nations at its core, while addressing the root causes of terrorism. This approach is to be pursued alongside intelligence sharing, financial investigations and the disruption of terrorist financing channels, as well as the development of early warning systems to prevent threats.
In the area of immigration, the meeting highlighted the application of databases and smart technologies in passenger screening and border checkpoint management to prevent offenders from exploiting international travel channels to commit crimes, while facilitating travel and enhancing safety for travellers and tourists.
The RTP delegation also observed the establishment of the “International Alliance Combating Telecom and Cyber Fraud,” an initiative of the People’s Republic of China. The Alliance currently comprises 46 founding countries, 34 observer countries, and four international organizations, including the United Nations and INTERPOL.
During the conference, the RTP delegation also held discussions with representatives from the United States Federal Bureau of Investigation (FBI), the Lancang-Mekong Integrated Law Enforcement and Security Cooperation Center (LMLECC), as well as police authorities from Hong Kong, Singapore, and Jiangsu Province, with the aim of strengthening coordination channels for important and urgent cases, as well as cases involving links across multiple countries.
Meanwhile, the public security technology exhibition showcased the application of artificial intelligence (AI), databases, drones, and robots to support case analysis, surveillance, and emergency response, guided by the principles of the rule of law, respect for human rights, and personal data protection.
The forum was first launched as the “Lianyungang Forum” in 2015 before being elevated to the “Global Public Security Cooperation Forum (Lianyungang)” in 2022. The 2026 annual conference marked the fifth conference held under its current name. To date, more than 30 sub-forums, seminars, and exchange activities have been organized and further developed, covering participants ranging from ministers and senior officials to academics and experts in various fields.
The forum plays an important role in building trust and establishing direct channels of communication among law enforcement agencies and public security agencies worldwide. It facilitates faster and more effective coordination in the exchange of information and evidence, as well as the provision of international assistance, serving as an important mechanism for building safer societies capable of addressing emerging forms of security threats.
