วันนี้ (15 กุมภาพันธ์ 2569) พล.ต.ต.จตุรภัทร์ ภิรมย์แก้ว ผู้บังคับการกองการต่างประเทศ ในฐานะรองโฆษกสำนักงานตำรวจแห่งชาติ เปิดเผยว่า สำนักงานตำรวจแห่งชาติรายงานความคืบหน้ากรณีคนไทยเดินทางกลับจากเขตเศรษฐกิจพิเศษชเวโก๊กโก่ เมืองเมียวดี ประเทศเมียนมา ภายใต้การประสานงานร่วมกันระหว่างสถานีตำรวจภูธรแม่สอด และหน่วยงานฝ่ายปกครองที่เกี่ยวข้อง ได้มีการรับตัวบุคคลดังกล่าวกลับเข้าสู่ประเทศไทยอย่างปลอดภัย พร้อมทั้งเข้าสู่ขั้นตอนการคัดกรองและคุ้มครองตามกลไกการส่งต่อระดับชาติ (National Referral Mechanism หรือ NRM)
ตามที่มีกระแสข่าวเบื้องต้นระบุว่าบุคคลกลุ่มดังกล่าวถูกลักพาตัวเพื่อเรียกค่าไถ่นั้น จากผลการสืบสวนสอบสวนในเวลาต่อมา พบข้อเท็จจริงว่าบุคคลดังกล่าวได้สมัครใจลักลอบข้ามแดนโดยไม่ผ่านช่องทางตามกฎหมาย เพื่อแสวงหาการจ้างงานระยะสั้นที่มีรายได้สูงในช่วงเทศกาลตรุษจีน ทั้งนี้ เมื่อผ่านกระบวนการคัดกรองและตรวจสอบข้อเท็จจริงโดยละเอียดแล้ว เจ้าหน้าที่พบว่ากรณีดังกล่าวไม่เข้าข่ายองค์ประกอบความผิดฐานการบังคับใช้แรงงานหรือการค้ามนุษย์ จึงได้ดำเนินการแจ้งข้อกล่าวหาในความผิดฐานลักลอบออกนอกราชอาณาจักรโดยไม่ผ่านช่องทางที่กำหนดตามพระราชบัญญัติคนเข้าเมือง ตามขั้นตอนกฎหมายไทย
สำนักงานตำรวจแห่งชาติขอเตือนพี่น้องประชาชน ให้ระมัดระวังโฆษณาชวนเชื่อรับสมัครงานต่างประเทศผ่านสื่อสังคมออนไลน์และช่องทางออนไลน์ต่าง ๆ ซึ่งมักมีความเชื่อมโยงกับเครือข่ายอาชญากรรมข้ามชาติและกลุ่มทุนสีเทา โดยมีการใช้ข้อเสนอค่าตอบแทนที่สูงเกินจริงเพื่อล่อลวงผู้ที่กำลังหางาน ทั้งนี้ ข้อเสนอการทำงานที่มีรายได้สูงเกินควรสำหรับงานที่ไม่ต้องใช้ทักษะเฉพาะด้านในประเทศเพื่อนบ้าน ถือเป็นสัญญาณเตือนภัยที่สำคัญ เนื่องจากสิ่งจูงใจเหล่านี้มักถูกนำมาใช้เป็นเครื่องมือทางจิตวิทยาเพื่อล่อลวงบุคคลไปสู่ขบวนการบังคับใช้แรงงาน การร่วมขบวนการฉ้อโกงทางไซเบอร์ หรือในบางกรณีอาจนำไปสู่การถูกกักขังหน่วงเหนี่ยว การเรียกค่าไถ่ หรือการประทุษร้ายต่อร่างกาย
ดังนั้น เพื่อความปลอดภัยและสวัสดิภาพของประชาชน สำนักงานตำรวจแห่งชาติขอย้ำเตือนให้ชาวไทยที่ประสงค์จะไปทำงานในต่างประเทศ ปฏิบัติตามขั้นตอนการรับสมัครงานที่ถูกต้องและโปร่งใสอย่างเคร่งครัด โดยต้องแจ้งรายละเอียดการเดินทาง ข้อมูลนายจ้าง และสถานที่ทำงานที่ชัดเจนให้สมาชิกในครอบครัวทราบก่อนการเดินทางทุกครั้ง อีกทั้งต้องดำเนินการตรวจสอบความถูกต้องและขออนุญาตผ่านกรมการจัดหางาน เพื่อยืนยันว่าเป็นการจ้างงานที่ถูกกฎหมาย ซึ่งการกำหนดให้เดินทางข้ามพรมแดนผ่านช่องทางธรรมชาติหรือเส้นทางที่ไม่ได้รับอนุญาต ถือเป็นข้อบ่งชี้หลักของกิจกรรมอาชญากรรมและมีความเสี่ยงภัยในระดับร้ายแรง
สำนักงานตำรวจแห่งชาติยังคงมุ่งมั่นในการคุ้มครองสวัสดิภาพของประชาชนจากการถูกเอารัดเอาเปรียบโดยเครือข่ายอาชญากรรมข้ามชาติ และจะดำเนินการยกระดับมาตรการป้องกัน ประสานข้อมูลการข่าว และความร่วมมือระหว่างประเทศอย่างต่อเนื่อง หากประชาชนพบเห็นข้อเสนอการจ้างงานหรือบุคคลที่มีพฤติการณ์น่าสงสัย สามารถแจ้งเบาะแสได้ที่สายด่วน 191 หรือ 1599 โดยข้อมูลทั้งหมดจะได้รับการดำเนินการตามขั้นตอนกฎหมาย เพื่อสนับสนุนการสืบสวนและประสานความร่วมมือระหว่างประเทศต่อไป
Royal Thai Police Issues Public Advisory on Fraudulent Overseas Employment and Border-Related Risks
(February 15, 2026) Pol. Maj. Gen. Jaturapat Bhiromkaew, Deputy Spokesperson of the Royal Thai Police, stated that The Royal Thai Police provides an update on a recent case involving Thai nationals who returned from the Shwe Kokko Special Economic Zone in Myawaddy, Myanmar. Through coordinated action between the Mae Sot Provincial Police and relevant local administrative authorities, the individuals were safely brought into Thailand and processed under the National Referral Mechanism for screening and protection measures.
Initial reports suggested that the individuals had been abducted for ransom. However, the subsequent investigation established that they had voluntarily circumvented lawful immigration procedures in order to seek short-term, high-income seasonal employment during the Lunar New Year period. Upon screening and factual verification, law enforcement authorities determined that the legal elements constituting forced labor or human trafficking were not met. The individuals have therefore been formally charged with illegal border egress under the Immigration Act, in accordance with Thai law.
Beyond this case, the Royal Thai Police issues an urgent public warning regarding the growing prevalence of fraudulent overseas job advertisements disseminated through social media platforms and informal online channels. These schemes are frequently linked to transnational organized crime and grey-capital networks, which deliberately exploit exaggerated financial incentives and disproportionate salary offers to attract vulnerable job seekers. Employment offers promising exceptionally high monthly income for unskilled or low-skilled work in neighboring countries should be regarded as a significant red flag. Such inducements are commonly used as psychological leverage to facilitate recruitment into forced labor, cyber-enabled fraud operations, or environments where individuals may be subjected to unlawful detention, extortion, or physical harm.
In the interest of public safety and national security, the Royal Thai Police strongly reiterates that any Thai citizen seeking employment abroad must adhere strictly to lawful and transparent recruitment procedures. Individuals should ensure that their travel plans, employer identity, and precise work location are disclosed to family members prior to departure. All overseas employment must be verified through the Department of Employment to confirm the legality and legitimacy of recruitment arrangements. Any requirement to cross international borders through natural routes or unauthorized channels constitutes a primary indicator of criminal activity and exposes individuals to severe risk.
The Royal Thai Police remains fully committed to protecting Thai citizens from exploitation by transnational criminal networks and will continue to strengthen preventive measures, intelligence coordination, and international cooperation. Members of the public who encounter suspicious overseas job offers, recruitment websites, or intermediaries are urged to report such information to law enforcement authorities. Information related to suspected recruitment fraud or human trafficking can be reported immediately to the Royal Thai Police via the emergency hotline 191 or 1599, as well as through official police reporting channels nationwide. All information will be handled in accordance with the law and used to support ongoing investigations and international cooperation.
