พลเรือตรี ปารัช รัตนไชยพันธ์ โฆษกกองทัพเรือ โดยสำนักงานโฆษกกองทัพเรือ ขอประณามการกระทำของกำลังทหารกัมพูชา ที่ได้ลักลอบวางทุ่นระเบิดสังหารบุคคลดัดแปลงจำนวนมากในพื้นที่ฐานปฏิบัติการบริเวณบ้านหนองรี (บ้านสามหลัง) ตำบลชำราก จังหวัดตราด ซึ่งเป็นดินแดนของราชอาณาจักรไทย อันเป็นการกระทำที่ขัดต่อหลักกฎหมายมนุษยธรรมระหว่างประเทศอย่างร้ายแรง
ภายหลังจากกองบัญชาการป้องกันชายแดนจันทบุรีและตราด (กปช.จต.) สามารถเข้าควบคุมพื้นที่และขับไล่กำลังทหารกัมพูชาออกจากพื้นที่ดังกล่าวได้สำเร็จ เมื่อวันที่ 18 ธันวาคม 2568 หน่วยปฏิบัติการทุ่นระเบิดทหารเรือ (นปท.ทร.) ร่วมกับทหารช่างของ กปช.จต. ได้เข้าดำเนินการตรวจค้นและเก็บกู้วัตถุระเบิดในพื้นที่ฐานที่มั่นเดิมของฝ่ายกัมพูชา และตรวจพบหลักฐานที่น่าตกใจ ได้แก่
1. เอกสารภาษากัมพูชาเกี่ยวกับวิธีการใช้และคุณลักษณะของทุ่นระเบิดสังหารบุคคล ประเภท PMN-2 และ POMZ-2
2. ระเบิดแสวงเครื่อง (Improvised Explosive Device : IED) จำนวน 3 ลูก
3. สรรพาวุธและวัตถุระเบิดที่ถูกละทิ้ง จำนวนกว่า 340 รายการ
4. การนำหัวกระสุนปืนใหญ่ขนาด 105 มิลลิเมตร มาดัดแปลงเป็นทุ่นระเบิดสังหารบุคคล พร้อมชนวนไฟฟ้า และการวางระบบสายไฟเชื่อมต่อไปยังจุดกดระเบิดในลักษณะการระเบิดพร้อมกัน
จากรูปแบบการวางทุ่นระเบิดสังหารบุคคลแบบดัดแปลงดังกล่าว สะท้อนให้เห็นถึง เจตนาของทหารกัมพูชาโดยตรงในการมุ่งทำให้เกิดความเสียหายร้ายแรงต่อชีวิตของทหารไทย และอาจส่งผลกระทบต่อพลเรือนในพื้นที่โดยไม่เลือกเป้าหมาย อันเป็นการละเมิดหลักการพื้นฐานของกฎหมายมนุษยธรรมระหว่างประเทศ รวมถึงพันธกรณีภายใต้อนุสัญญาที่เกี่ยวข้องกับการห้ามใช้ทุ่นระเบิดสังหารบุคคลอย่างชัดเจน นอกจากนี้วัตถุพยานที่พบยังเป็นแค่ส่วนหนึ่งที่ชุดเก็บกุ้ทุ่นระเบิดสามารถตรวจพบและเก็บกู้ได้ คาดว่ายังคงมีฝังอยู่ในพื้นที่ดังกล่าวอีกเป็นจำนวนมาก
กองทัพเรือ ขอยืนยันว่า การกระทำดังกล่าวเป็นพฤติการณ์ที่ไม่อาจยอมรับได้ในสังคมระหว่างประเทศ และขอเรียกร้องให้ฝ่ายกัมพูชาแสดงความรับผิดชอบต่อการกระทำที่เกิดขึ้น พร้อมทั้งยุติการกระทำใด ๆ ที่เป็นภัยต่อชีวิตของกำลังพลและประชาชนผู้บริสุทธิ์โดยทันที
กองทัพเรือ จะยังคงดำเนินการเก็บกู้และทำลายวัตถุระเบิดในพื้นที่อย่างต่อเนื่อง เพื่อสร้างความปลอดภัยสูงสุดแก่กำลังพลและประชาชน และขอสงวนสิทธิในการดำเนินการตามกรอบกฎหมายและกลไกระหว่างประเทศที่เกี่ยวข้องต่อไป
Cambodia Disregards International Standards: After Thai Forces Secured the Three Houses Area, Numerous Improvised Anti-Personnel Landmines Discovered, Indicating Intent to Harm Thai Forces
Rear Admiral Paraj Ratanajaipan, on behalf of the Office of the Royal Thai Navy Spokesperson, strongly condemns the actions of Cambodian forces for emplacing a large number of improvised anti-personnel landmines within the operational base area near Ban Nong Ree (Three Houses area), Chamrak Subdistrict, Trat Province, which is the sovereign territory of the Kingdom of Thailand. Such actions constitute a grave violation of international humanitarian law.
Following the successful operation by the Chanthaburi–Trat Border Defense Command (CTBDC) to secure control of the area and expel Cambodian forces on 18 December 2025, the Royal Thai Navy’s Mine Action Unit, in cooperation with combat engineers of the CTBDC, conducted search and clearance operations at the former Cambodian positions. The operation uncovered alarming evidence, including:
1. Cambodian-language documents detailing the usage and characteristics of anti-personnel landmines, specifically PMN-2 and POMZ-2 types;
2. Three improvised explosive devices (IEDs);
3. More than 340 items of abandoned weapons and explosive ordnance; and
4. The modification of 105-millimeter artillery shells into anti-personnel landmines, fitted with electric detonators and connected via wiring to a centralized firing point, enabling simultaneous detonation.
The pattern and method of emplacement of these improvised anti-personnel landmines clearly reflect the direct intent of Cambodian forces to cause severe harm to the lives of Thai military personnel, and potentially to civilians in the area. Such conduct constitutes a serious breach of the fundamental principles of international humanitarian law, including obligations under conventions prohibiting the use of anti-personnel landmines. Furthermore, the discovered evidence represents only a portion of the explosive hazards that mine clearance teams have been able to detect and neutralize; it is assessed that a significant number of such devices may still remain buried in the area.
The Royal Thai Navy affirms that these actions are wholly unacceptable within the international community and calls upon the Cambodian side to assume responsibility for its conduct and to immediately cease any actions that endanger the lives of military personnel and innocent civilians.
The Royal Thai Navy will continue mine clearance and explosive ordnance disposal operations in the area to ensure the highest level of safety for both personnel and the public, and reserves the right to pursue further actions in accordance with applicable legal frameworks and relevant international mechanisms.
