ตร.ขันน็อตเข้ม รับมือประชุม IMF-ธนาคารโลก 15,000 คน ย้ำ “ประชุมปลอดภัย-เดินทางคล่อง-กระทบประชาชนน้อย”

สำนักงานตำรวจแห่งชาติระดมกำลังเตรียมความพร้อมรับการประชุมใหญ่ World Bank-IMF Annual Meetings 2026 ระหว่าง 12–18 ต.ค. ที่ศูนย์การประชุมแห่งชาติสิริกิติ์ คาดผู้เข้าร่วมกว่า 15,000 คน จาก 191 ประเทศ พร้อมตั้งศูนย์บัญชาการ CCOC เชื่อมข้อมูล CCTV–Face Recognition–โดรน–Body Camera แบบเรียลไทม์ ยกระดับการดูแลบุคคล สถานที่ และเส้นทาง โดยตั้งเป้า “การประชุมต้องปลอดภัย การเดินทางต้องต่อเนื่อง ประชาชนได้รับผลกระทบน้อยที่สุด”

วันนี้ (7 ตุลาคม 2569) พล.ต.ต.ศิริวัฒน์ ดีพอ โฆษกสำนักงานตำรวจแห่งชาติ เปิดเผยว่า เมื่อเวลา 08.30 น. พล.ต.อ.สำราญ นวลมา ผู้บัญชาการตำรวจแห่งชาติ (ผบ.ตร.) เป็นประธานการประชุมเตรียมความพร้อมด้านการรักษาความปลอดภัยและอำนวยความสะดวกการจราจร การประชุมประจำปีสภาผู้ว่าการธนาคารโลกและกองทุนการเงินระหว่างประเทศ (The World Bank Group and the IMF Annual Meetings) ซึ่งประเทศไทยได้รับเกียรติให้เป็นเจ้าภาพจัดการประชุม ระหว่างวันที่ 12 – 18 ตุลาคม 2569 ณ ศูนย์การประชุมแห่งชาติสิริกิติ์ กรุงเทพมหานคร โดยมีรัฐมนตรีว่าการกระทรวงการคลัง ผู้ว่าการธนาคารกลาง ผู้แทนระดับสูงจาก 191 ประเทศสมาชิก ผู้บริหารสถาบันการเงิน ภาคเอกชน นักวิชาการ ภาคประชาสังคม และสื่อมวลชน กว่า 15,000 คน จากทั่วโลกร่วมการประชุมดังกล่าว โดยการประชุมเตรียมความพร้อมในวันนี้ มี พล.ต.อ.อิทธิพล อัจฉริยะประดิษฐ์ รอง ผบ.ตร., พล.ต.ท.สยาม บุญสม ผู้บัญชาการตำรวจนครบาล และผู้แทนหน่วยงานที่เกี่ยวข้อง ร่วมประชุมเพื่อกำหนดแนวทางการปฏิบัติร่วมกัน ณ ศูนย์ปฏิบัติการสำนักงานตำรวจแห่งชาติ

ในการประชุมประจำปีสภาผู้ว่าการธนาคารโลกและกองทุนการเงินระหว่างประเทศ (The World Bank Group and the IMF Annual Meetings) 2026 เป็นการประชุมสำคัญระดับโลก ซึ่งสำนักงานตำรวจแห่งชาติมีภารกิจด้านการ รักษาความปลอดภัยและอำนวยความสะดวกการจราจร ที่มีความสำคัญต่อภาพลักษณ์ของประเทศ จึงได้กำหนดมาตรการดูแลความปลอดภัยบุคคล พื้นที่ เส้นทาง และสถานการณ์ ตลอดห้วงการประชุม เป้าหมายสำคัญคือ “การประชุมต้องปลอดภัย การเดินทางต้องต่อเนื่อง และประชาชนต้องได้รับผลกระทบน้อยที่สุด”

สำหรับการรักษาความปลอดภัยและอำนวยการจราจร จะใช้ศูนย์ปฏิบัติการสำนักงานตำรวจแห่งชาติ เป็นศูนย์กลางในการสั่งการ ติดตามสถานการณ์ และประเมินผลการปฏิบัติงานตลอดห้วงการจัดการประชุม พร้อมจัดตั้งศูนย์บัญชาการและควบคุมการปฏิบัติ (CCOC) ศูนย์ปฏิบัติการส่วนหน้า ณ พิพิธภัณฑ์โรงงานยาสูบ ดูแลครอบคลุมตั้งแต่การเดินทางเข้าประเทศ การเข้าพัก การเดินทาง การเข้าร่วมกิจกรรม จนเสร็จสิ้นภารกิจ

นอกจากนี้ สำนักงานตำรวจแห่งชาติได้พัฒนาระบบควบคุมบังคับบัญชาและระบบเชื่อมโยงข้อมูลทางยุทธวิธี (Tactical Data Link) นำมาใช้เพื่อเชื่อมโยงข้อมูลจาก CCTV, Face Recognition, Drone, Body Camera ระบบติดตามบุคคลและยานพาหนะ ตลอดจนข้อมูลจากหน่วยปฏิบัติของตำรวจและหน่วยงานที่เกี่ยวข้อง เพื่อวิเคราะห์และประเมิน สั่งการหน่วยปฏิบัติให้ดำเนินการบนภาพสถานการณ์เดียวกันอย่างรวดเร็วและมีเอกภาพ

โฆษก ตร. กล่าวว่า สำนักงานตำรวจแห่งชาติมีภารกิจในการรักษาความปลอดภัยบุคคล สถานที่จัดการประชุม ที่พำนักอำนวยความสะดวกด้านการจราจร เส้นทาง แผนเผชิญเหตุต่างๆ พิธีการคนเข้าเมือง ดูแลการชุมนุมสาธารณะ ขอยืนยันความพร้อมในทุกมิติ ทั้งด้านการปฏิบัติ การบูรณาการกำลัง และการรับมือสถานการณ์ เพื่อให้การประชุมประจำปีสภาผู้ว่าการธนาคารโลกและกองทุนการเงินระหว่างประเทศ (The World Bank Group and the IMF Annual Meetings) มีความสะดวกและปลอดภัยสูงสุด เพื่อสร้างความมั่นใจและความประทับใจให้กับคณะผู้แทนจากประเทศต่าง ๆ

The Royal Thai Police has prepared security and traffic management for the International Monetary Fund (IMF)-World Bank Group Annual Meetings 2026. Its arrangements have been made in light of “safe meetings, smooth travels, and minimal disruption to the public.”

Today 7 October 2026 Police Major General Siriwat Deepor, Spokesperson for the Royal Thai Police has revealed that Police General Samran Nualma, Commissioner-General of the Royal Thai Police, chaired a meeting at 8:30 a.m. today to review preparations for security and traffic management for the 2026 Annual Meetings of the World Bank Group and IMF. Thailand will host the Meetings from 12 to 18 October 2026 at the Queen Sirikit National Convention Center in Bangkok. More than 15,000 participants from around the world are expected to attend, including finance ministers, central bank governors, senior representatives from 191 member countries, financial institution executives, private sector representatives, academics, civil society representatives, and members of the media. The preparatory meeting took place at the Royal Thai Police Operations Center. Participants included Police General Ittipol Atchariyapradit, Deputy Commissioner-General; Police Lieutenant General Siam Boonsom, Commissioner of the Metropolitan Police Bureau; and representatives of relevant police agencies. The meeting focused on establishing coordinated operational arrangements.

As a major global event, the Annual Meetings place significant responsibilities on the Royal Thai Police to ensure security and facilitate traffic, contributing to Thailand’s international reputation. Comprehensive measures have been developed to protect participants, secure venues and travel routes, and monitor developments throughout the events. The guiding objective is: “safe meetings, smooth travels, and minimal disruption to the public.”

The Royal Thai Police Operations Center will serve as the central hub for command, situation monitoring, and operational assessment throughout the meetings. A Command and Control Operations Center (CCOC) and a Frontline Operations Center will also be established at the Tobacco Factory Museum. Security arrangements will cover the entire period of participants’ visits, from arrival in Thailand through accommodation, travels, and attendance at meeting activities, until completion of their official programs.

The Royal Thai Police has also developed command-and-control capabilities supported by a Tactical Data Link system. The system will integrate information from CCTV, facial recognition technology, drones, body cameras, personnel and vehicle tracking systems, and operational reports from police units and partner agencies. This integrated information will support analysis, assessment, and timely operational command, enabling all relevant units to work from a shared viewpoint of situations and respond in a coordinated manner.

The Spokesperson has reaffirmed the Royal Thai Police’s readiness across all areas, including operational preparations, personnel coordination, and incident responses. “The Royal Thai Police has been fully prepared to ensure that the IMF-World Bank Group Annual Meetings 2026 proceed safely and smoothly. Our goal has been to build confidence among international delegations and leave them with a positive impression of Thailand,” he said.
