สำนักงานตำรวจแห่งชาติ สรุปความสำเร็จการปฎิบัติหน้าที่เจ้าภาพการประชุมตำรวจอาเซียน พร้อมสรุปผลการฝึกอบรมระดับบริหาร เสริมศักยภาพตำรวจภูมิภาครับมืออาชญากรรมไซเบอร์และขบวนการฉ้อโกงออนไลน์ มุ่งสร้างเครือข่ายความร่วมมือระหว่างประเทศ ก่อนส่งต่อภารกิจให้ฟิลิปปินส์กลางปี 2569
วันนี้ (4 เมษายน 2569) พล.ต.ต.จตุรภัทร์ ภิรมย์แก้ว ผู้บังคับการกองการต่างประเทศ ในฐานะรองโฆษกสำนักงานตำรวจแห่งชาติ เปิดเผยว่า สำนักงานตำรวจแห่งชาติประกาศความสำเร็จในการปฏิบัติหน้าที่เจ้าภาพจัดการประชุมหัวหน้าตำรวจอาเซียน และกิจกรรมต่อเนื่องอย่างสมบูรณ์ โดยมุ่งเน้นการเสริมสร้างศักยภาพบุคลากรผ่านหลักสูตรการฝึกอบรมและเวทีแลกเปลี่ยนข้อมูลเชิงลึก เพื่อรับมือกับอาชญากรรมทางเทคโนโลยีที่ส่งผลกระทบต่อประชาชนในวงกว้าง
ประเทศไทยได้เริ่มต้นบทบาทเจ้าภาพอย่างเป็นทางการในการประชุมหัวหน้าตำรวจอาเซียน ครั้งที่ 43 (43rd ASEANAPOL Conference) เมื่อเดือนพฤศจิกายน 2568 ภายใต้หัวข้อหลัก “ร่วมมือปฏิบัติการ : ปราบปรามการหลอกลวง ขัดขวางการฉ้อโกง และปกป้องประชาชน” (Collaboration in Action : Crushing Scam, Disrupting Fraud, and Protecting People) โดยมีผู้แทนจาก 33 ประเทศ ประกอบด้วย สมาชิกอาเซียน 10 ประเทศ ประเทศคู่เจรจา 11 ประเทศ และประเทศผู้สังเกตการณ์ 12 ประเทศ ร่วมกันวางแนวทางป้องกันและปราบปรามการฉ้อโกงออนไลน์ ซึ่งเป็นวาระเร่งด่วนระดับสากล นอกจากนี้ ยังมี พ.ต.อ.ก ้องกฤษฎา กิตติถิระพงษ์ ข้าราชการตำรวจไทย ปฏิบัติหน้าที่ผู้อำนวยการบริหาร สำนักงานเลขาธิการตำรวจอาเซียน เข้าร่วมการประชุมต่าง ๆ ในบทบาทดังกล่าว
ทั้งนี้ เพื่อให้เกิดผลสัมฤทธิ์ในทางปฏิบัติ ประเทศไทยได้ดำเนินกิจกรรมคู่ขนานอย่างต่อเนื่อง รวม 4 รายการ ตามลำดับเวลา ดังนี้
- การประชุมความร่วมมือด้านการฝึกอบรมตำรวจอาเซียน (ATCM) ครั้งที่ 14 วันที่ 5-6 มีนาคม 2569 เพื่อวางรากฐานการพัฒนาบุคลากรตำรวจในภูมิภาคให้มีมาตรฐานสากล โดยมี พล.ต.ต.จตุรภัทร์ ภิรมย์แก้ว ผู้บังคับการกองการต่างประเทศ เป็นประธานเปิดการประชุมฯ
- การประชุมเครือข่ายด้านนิติวิทยาศาสตร์ตำรวจอาเซียน (AFSN) ครั้งที่ 8 วันที่ 9-10 มีนาคม 2569 เพื่อยกระดับการแลกเปลี่ยนเทคโนโลยีการ ตรวจพิสูจน์หลักฐาน โดยมี พล.ต.ท.อิทธิพล อิทธิสารรณชัย ผู้ช่วยผู้บัญชาการตำรวจแห่งชาติ เป็นประธานเปิดการประชุมฯ
- การประชุมคณะกรรมการด้านเทคนิคระบบฐานข้อมูลตำรวจอาเซียน (ADSTC) ครั้งที่ 40 วันที่ 11-12 มีนาคม 2569 เพื่อพัฒนาระบบฐานข้อมูลอาชญากรรมอิเล็กทรอนิกส์โดยใช้ปัญญาประดิษฐ์ในการวิเคราะห์ข้อมูล โดยมี พล.ต.ท.อุดร ยอมเจริญ ผู้ช่วยผู้บัญชาการตำรวจแห่งชาติ เป็นประธานในพิธีเปิดการประชุมฯ
- การประชุมสัมมนาเชิงปฏิบัติการเจ้าหน้าที่ตำรวจอาวุโสอาเซียน (JASPOC) ครั้งที่ 33 วันที่ 31 มีนาคม – 2 เมษายน 2569 ซึ่งเป็นกิจกรรมลำดับสุดท้ายที่เป็นบทสรุปสำคัญของการดำเนินงานในครั้งนี้
พล.ต.ต.จตุรภัทร์ กล่าวว่า การฝึกอบรมหลักสูตร JASPOC ครั้งที่ 33 ถือเป็นกลไกสำคัญในการถ่ายทอดกลยุทธ์จากระดับนโยบายไปสู่ระดับปฏิบัติ โดยมี พล.ต.ต.วรวัฒน์ อมรวิวัฒน์ รองผู้บัญชาการตำรวจสันติบาล เป็นประธานเปิดการประชุมฯ โดยในการประชุมฯ มีนายตำรวจระดับบริหารจากทั่วอาเซียนเข้าร่วมรับการฝึกอบรม เนื้อหาสำคัญมุ่งเน้นการเปิดเผยแผนประทุษกรรมของอาชญากรรมออนไลน์ ตลอดจนประเด็น “อาชญากรรมที่ถูกบังคับ” (Forced Criminology) ซึ่งมีการกักขังและใช้แรงงานมนุษย์อย่างทารุณ การฝึกอบรมครั้งนี้จึงเป็นกุญแจสำคัญในการสร้างเครือข่ายความร่วมมือระหว่างประเทศ การส่งต่อภารกิจให้แก่ประเทศฟิลิปปินส์ ภายหลังจากการดำเนินกิจกรรมคู่ขนานทั้ง 4 รายการเสร็จสิ้นลงอย่างราบรื่น ประเทศไทยเตรียมส่งมอบวาระการเป็นเจ้าภาพจัดการประชุมตำรวจอาเซียนให้แก่สำนักงานตำรวจแห่งชาติฟิลิปปินส์ ในเดือนกรกฎาคม 2569 เพื่อรักษาความต่อเนื่องของภารกิจพิทักษ์ความปลอดภัย และสร้างความสงบสุขให้แก่ภูมิภาคอาเซียนสืบไป
Royal Thai Police Concludes Successful ASEANAPOL Chairmanship with Executive Training to Dismantle Regional Online Fraud Networks
(April 4, 2026) Pol. Maj. Gen. Jaturapat Bhiromkaew, Deputy Spokesperson of the Royal Thai Police announced that The Royal Thai Police (RTP) has announced the successful conclusion of its term as the host of the ASEANAPOL Conference and its associated initiatives. This mission focused on enhancing personnel capabilities through specialised training and high-level intelligence sharing to combat the surge in cybercrime affecting the region.
Thailand officially commenced its hosting duties with the 43rd ASEANAPOL Conference in November 2025. Operating under the theme “Collaboration in Action: Crushing Scam, Disrupting Fraud, and Protecting People,” the summit convened representatives from 33 nations—including 10 ASEAN member states, 11 dialogue partners, and 12 observers. Together, they established strategic frameworks to suppress online fraud and transnational crime, which remain urgent global priorities. Furthermore, Pol. Col. Kongkritsada Kittithiraphong, a Thai police officer currently serving as the Executive Director of the ASEANAPOL Secretariat, played an integral role in the proceedings, participating in the various meetings in his official capacity.
To ensure policy translated into practical results, the RTP spearheaded four parallel sideline activities throughout 2026:
- 14th ASEANAPOL Training Council Meeting (ATCM) (March 5–6): Focused on standardising police training across the region to meet international benchmarks. The meeting was opened by Pol. Maj. Gen.Jaturapat Bhiromkaew, the Commander of Foreign Affairs Division.
- 8th ASEANAPOL Forensic Science Network (AFSN) (March 9–10): Aimed at elevating the exchange of forensic technology and evidence processing. Pol. Lt. Gen. Itthipol Itthisarnronnachai, Assistant Commissioner-General, presided over the opening.
- 40th ASEANAPOL Database System Technical Committee (ADSTC) (March 11–12): Focused on upgrading electronic crime databases using Artificial Intelligence for advanced data analysis. The session was opened by Pol. Lt. Gen. Udon Yomcharoen, Assistant Commissioner-General.
- 33rd Joint ASEANAPOL Senior Police Officers Course (JASPOC) (March 31 – April 2): Serving as the final and most critical milestone of Thailand’s hosting term.
The 33rd JASPOC was a vital mechanism for bridging the gap between high-level policy and field operations. Presided over by Pol. Maj. Gen. Voravat Amornvivat, Deputy Commissioner of the Special Branch Bureau, the workshop brought together senior police executives from across ASEAN.
The course focused on deconstructing the sophisticated methods of online criminal syndicates and addressing the grave issue of “Forced Criminality”—instances where individuals are trafficked and coerced into committing crimes under threat of violence. This training was instrumental in strengthening the network of international cooperation.
Following the seamless execution of these four major activities, Thailand is preparing to hand over the ASEANAPOL chairmanship to the Philippine National Police in July 2026. This transition ensures a continuous and unified mission to protect the safety and peace of the ASEAN community.
