สำนักงานตำรวจแห่งชาติยกระดับการรักษาความปลอดภัยตามแนวชายแดน สกัดกั้นเครือข่ายสแกมเมอร์ข้ามชาติที่หลบหนีเข้าเมือง พร้อมประกาศชัด “ไทยไม่ใช่แหล่งกบดาน”
วันนี้ (25 กุมภาพันธ์ 2569) พล.ต.ต.จตุรภัทร์ ภิรมย์แก้ว ผู้บังคับการกองการต่างประเทศ ในฐานะรองโฆษกสำนักงานตำรวจแห่งชาติ กล่าวว่า สืบเนื่องจากการยกระดับการกวาดล้างเครือข่ายหลอกลวงทางไซเบอร์ข้ามชาติอย่างหนักในประเทศเพื่อนบ้านเมื่อไม่นานมานี้ สำนักงานตำรวจแห่งชาติพบว่ามีความพยายามของชาวต่างชาติที่เกี่ยวข้องกับเครือข่ายเหล่านี้ในการลักลอบข้ามแดนเข้ามายังราชอาณาจักรไทยเพิ่มสูงขึ้น สำนักงานตำรวจแห่งชาติขอย้ำจุดยืนตามนโยบาย “Zero Tolerance” ว่า ประเทศไทยจะไม่เป็นแหล่งกบดาน ฐานปฏิบัติการ หรือเส้นทางผ่านขององค์กรอาชญากรรมข้ามชาติโดยเด็ดขาด
ในช่วงหลายสัปดาห์ที่ผ่านมา การปฏิบัติการบูรณาการร่วมกันระหว่าง สำนักงานตรวจคนเข้าเมือง, กองบัญชาการตำรวจตระเวนชายแดน, กองบังคับการตำรวจทางหลวง, ทหาร และหน่วยงานฝ่ายปกครองในพื้นที่ ได้นำไปสู่การสกัดจับกลุ่มเป้าหมายสำคัญได้หลายกรณี ตัวอย่างที่ชัดเจนคือการสกัดจับกลุ่มชาวจีนขณะลักลอบข้ามแม่น้ำเมยเข้ามายังฝั่งไทย โดยผู้ต้องหารับสารภาพว่าหลบหนีออกจากพื้นที่เขตเศรษฐกิจพิเศษชเวโก๊กโก่ ประเทศเมียนมา เนื่องจากไม่สามารถทนสภาพการถูกบังคับใช้แรงงานในแก๊งคอลเซ็นเตอร์ และต้องการใช้ไทยเป็นเส้นทางผ่านเพื่อเดินทางกลับประเทศ ในขณะเดียวกันทางพรมแดนด้านตะวันออก เจ้าหน้าที่ได้จับกุมชาวจีน 6 คน ที่เชื่อมโยงกับเครือข่ายแก๊งคอลเซ็นเตอร์ ซึ่งพยายามหลบหนีเข้าเมืองทางช่องทางธรรมชาติบริเวณจุดผ่านแดนสอยดาว จังหวัดจันทบุรี โดยกลุ่มนี้ยอมรับว่าต้องการหลบหนีเข้ามาในไทยเพื่อหาเส้นทางไปยังประเทศที่สาม เนื่องจากถูกเจ้าหน้าที่ทางการกัมพูชากวาดล้างและกดดัน กรณีเหล่านี้เป็นเครื่องยืนยันอย่างชัดเจนว่า บุคคลเหล่านี้กำลังหลบหนีการปราบปรามอย่างหนักจากเจ้าหน้าที่บังคับใช้กฎหมายในพื้นที่ตั้งฐานปฏิบัติการของตน และพยายามใช้ประเทศไทยเป็น “ทางผ่าน” (Transit Hub) เพื่อหลบหนีการจับกุมหรือย้ายฐานไปยังประเทศที่สาม
ภายใต้นโยบายและข้อสั่งการของ พล.ต.อ.กิตติ์รัฐ พันธุ์เพ็ชร์ ผู้บัญชาการตำรวจแห่งชาติ สำนักงานตำรวจแห่งชาติได้ยกระดับมาตรการรักษาความปลอดภัยตามแนวชายแดนขั้นสูงสุด โดยมีการจัดตั้งชุดปฏิบัติการร่วมเพื่อปิดกั้นช่องทางธรรมชาติ และตั้งจุดตรวจจุดสกัดอย่างเข้มงวดตามเส้นทางคมนาคมสายหลักและสายรองทั่วประเทศ มาตรการเหล่านี้ดำเนินการเพื่อให้มั่นใจว่า สมาชิกของเครือข่ายอาชญากรรมข้ามชาติที่พยายามลักลอบเข้าประเทศจะถูกสกัดจับในทันที และถูกดำเนินคดีตามกฎหมายไทยอย่างถึงที่สุด
รองโฆษกสำนักงานตำรวจแห่งชาติ เน้นย้ำว่า สำนักงานตำรวจแห่งชาติได้ประสานความร่วมมืออย่างใกล้ชิดกับหน่วยงานบังคับใช้กฎหมายระหว่างประเทศ เพื่อแลกเปลี่ยนข้อมูลข่าวสารเชิงลึกเกี่ยวกับการเคลื่อนไหวของเครือข่ายเหล่านี้ สำนักงานตำรวจแห่งชาติยังคงยึดมั่นในพันธกิจด้านการรักษาความมั่นคงในภูมิภาค และจะเดินหน้าขัดขวางพร้อมทลายเครือข่ายอาชญากรรมใดๆ ก็ตามที่พยายามใช้ประโยชน์จากอาณาเขตของประเทศไทย
สำนักงานตำรวจแห่งชาติขอส่งสัญญาณเตือนอย่างเด็ดขาดไปยังกลุ่มอาชญากรข้ามชาติทุกกลุ่มว่า ความพยายามใดๆ ที่จะเข้ามาตั้งฐานปฏิบัติการหลอกลวงในประเทศไทย หรือใช้ดินแดนไทยเป็นทางผ่านสำหรับการกระทำผิดกฎหมาย จะต้องเผชิญกับการบังคับใช้กฎหมายที่รวดเร็ว เด็ดขาด และไม่มีการละเว้นใดๆ ทั้งสิ้น
Royal Thai Police Intensifies Border Security to Intercept Fleeing Transnational Scam Syndicates, Declaring Thailand “No Safe Haven”
(February 25, 2026) Pol. Maj. Gen. Jaturapat Bhiromkaew, Deputy Spokesperson of the Royal Thai Police announced that following recent intensive crackdowns on transnational cyber scam networks in neighboring countries, the Royal Thai Police (RTP) has observed a significant increase in attempts by foreign nationals associated with these syndicates to illegally cross into Thai territory. The Royal Thai Police strictly reiterates its “Zero Tolerance” policy: Thailand will absolutely not serve as a safe haven, an operational base, or a transit route for transnational organized crime.
In recent weeks, coordinated operations involving the Immigration Bureau, Border Patrol Police, Highway Police, military and local administrative authorities have led to several key interceptions. A clear example is the apprehension of a group of Chinese nationals attempting to illegally cross the Moei River into Thailand. The suspects confessed to fleeing the Shwe Kokko Special Economic Zone in Myanmar due to unbearable forced labor conditions within call center gangs, intending to use Thailand as a transit route to return to their home country. Concurrently, along the eastern border, authorities intercepted 6 Chinese nationals linked to call center networks attempting to enter illegally through natural border crossings in the Soi Dao district, Chanthaburi province. This group admitted to entering Thailand to find a route to a third country after facing heavy crackdowns and pressure from Cambodian authorities. These cases serve as clear confirmation that these individuals are fleeing intense law enforcement suppression in their operational bases and are attempting to use Thailand as a “Transit Hub” to evade arrest or relocate to a third country.
Under the policies and directives of the Commissioner General, Pol.Gen. Kittharath Punpetch, the Royal Thai Police has elevated its border security measures to the highest level. Joint task forces have been established to seal off natural border crossings, alongside setting up rigorous checkpoints along primary and secondary transportation routes nationwide. These measures are implemented to ensure that members of transnational criminal networks attempting to infiltrate the country are immediately intercepted and prosecuted to the fullest extent of Thai law.
Deputy Spokesperson of the Royal Thai Police, emphasized that the RTP is working in close coordination with international law enforcement agencies to exchange in-depth intelligence regarding the movements of these networks. The Royal Thai Police remains steadfast in its commitment to regional security and will continue to disrupt and dismantle any criminal networks attempting to exploit Thailand’s territory.
The Royal Thai Police issues a stern warning to all transnational criminal groups: Any attempt to establish fraudulent operational bases in Thailand or utilize Thai territory as a transit route for illegal activities will face swift, decisive, and uncompromising law enforcement action.
