ผบ.ตร.เขตบริหารพิเศษฮ่องกง ขอบคุณ ผบ.ตร.ไทย ช่วยจับกุมผู้ต้องหารายสำคัญ สำนักงานตำรวจแห่งชาติย้ำจุดยืนไม่ยอมให้อาชญากรใช้ประเทศไทยเป็นแหล่งกบดาน
วันนี้ (6 กุมภาพันธ์ 2569) พล.ต.ต.จตุรภัทร์ ภิรมย์แก้ว ผู้บังคับการ กองการต่างประเทศ ในฐานะรองโฆษกสำนักงานตำรวจแห่งชาติ เปิดเผยว่า เมื่อวันที่ 4 กุมภาพันธ์ 2569 พล.ต.อ.กิตติ์รัฐ พันธุ์เพ็ชร์ ผู้บัญชาการตำรวจแห่งชาติ (ผบ.ตร.) ให้การต้อนรับ นายโจว ยัดหมิง โจ (Mr. CHOW Yat-Ming Joe) ผู้บัญชาการตำรวจเขตบริหารพิเศษฮ่องกง สาธารณรัฐประชาชนจีน พร้อมคณะ ในโอกาสเดินทางมาเยือนประเทศไทยอย่างเป็นทางการ ณ ห้องพรหมนอก อาคาร 1 สำนักงานตำรวจแห่งชาติ
ในการนี้ ผบ.ตร. ได้แจ้งผลการจับกุม นายมุย ยิ่ว เกียง (Mr. Mui Yiu-keung) อายุ 62 ปี สัญชาติจีน (ฮ่องกง) ผู้ต้องหาตามประกาศตำรวจสากลสีแดง (INTERPOL Red Notice) ในข้อหาฆาตกรรมที่เกิดขึ้นเมื่อปี พ.ศ. 2532 เป็นการปิดฉากคดีค้างเก่าเกือบ 4 ทศวรรษ ผู้กระทำความผิดได้ถูกติดตามและนำตัวเข้าสู่กระบวนการยุติธรรม
เหตุการณ์ดังกล่าว เกิดขึ้นเมื่อวันที่ 31 สิงหาคม 2532 ณ บริเวณหาดหลงหะหว่าน (Lung Ha Wan Beach) เขตไชกุง ฮ่องกง โดยผู้ต้องหาพร้อมพวกรวม 4 คน ร่วมกันทำร้ายร่างกายชายคนหนึ่งจนเสียชีวิต ต่อมาตำรวจฮ่องกงสามารถจับกุมผู้ร่วมขบวนการได้ 3 ราย แต่ผู้ต้องหารายนี้ได้หลบหนีออกจากฮ่องกงไปในปี 2537 โดยไม่ปรากฏร่องรอยการเดินทางที่ชัดเจน จากการสืบสวนพบว่าผู้ต้องหาได้ลักลอบเข้าเมืองโดยผิดกฎหมายและกบดานอยู่ในประเทศไทยหลายสิบปี โดยล่าสุดพบว่าประกอบอาชีพเปิดร้านขายข้าวต้มในเขตหนองจอก กรุงเทพมหานคร เจ้าหน้าที่กองบังคับการปราบปราม กองบัญชาการตำรวจสอบสวนกลาง ร่วมกับสำนักงานตรวจคนเข้าเมือง และกองการต่างประเทศ สามารถระบุตัวตน และจับกุมตัวผู้นายมุย ได้ ณ ที่พัก เมื่อวันที่ 2 กุมภาพันธ์ 2569 ที่ผ่านมา
ในโอกาสนี้ ผู้บัญชาการตำรวจเขตบริหารพิเศษฮ่องกงฯ ได้แสดงความขอบคุณต่อ พล.ต.อ.กิตติ์รัฐ พันธุ์เพ็ชร์ ผบ.ตร. และเจ้าหน้าที่ตำรวจไทย ในความมุ่งมั่นทุ่มเทอย่างจริงจัง พร้อมทั้งกล่าวชื่นชมศักยภาพด้านการสืบสวนของเจ้าหน้าที่ตำรวจ ที่สามารถติดตามตัวและจับกุมผู้ต้องหาหลบหนีคดีค้างเก่าที่ยืดเยื้อมานานเกือบ 4 ทศวรรษได้สำเร็จ ทั้งนี้ ผู้ต้องหาถูกดำเนินคดีในเบื้องต้น และดำเนินการส่งตัวกลับไปยังฮ่องกงเป็นที่เรียบร้อยแล้ว
นอกจากนี้ ผู้บัญชาการตำรวจเขตบริหารพิเศษฮ่องกงฯ ยังได้แสดงความขอบคุณ สำหรับการจับกุม นายซู ไข่ (Mr. Su Kai) ผู้ต้องหาในคดีชิงทรัพย์ เมื่อวันที่ 18 มิถุนายน 2568 โดยผู้ต้องหาได้ทำร้ายพนักงานร้าน และขโมยสินค้าแบรนด์เนม ได้แก่กระเป๋า Hermès จำนวน 14 ใบ มูลค่ารวมกว่า 3 ล้านดอลลาร์ฮ่องกง (ประมาณ 13 ล้านบาท) ก่อนจะขึ้นเครื่องบินหลบหนีมายังกรุงเทพมหานคร ด้วยความร่วมมือที่รวดเร็ว เจ้าหน้าที่ตำรวจตรวจคนเข้าเมือง สามารถสกัดจับนายซู ไข่ ได้ทันที ณ ท่าอากาศยานสุวรรณภูมิ ผู้บัญชาการตำรวจเขตบริหารพิเศษฮ่องกงฯ จึงเดินทางมามอบประกาศเกียรติคุณ เพื่อเป็นการขอบคุณเจ้าหน้าที่ตำรวจไทย ที่มีส่วนเกี่ยวข้องในปฏิบัติการครั้งนี้
สำนักงานตำรวจแห่งชาติขอย้ำจุดยืนด้านความมั่นคงของประเทศ โดยไม่ยอมให้อาชญากรใช้ประเทศไทยเป็นแหล่งกบดาน ตามเจตนารมณ์ดังกล่าว สำนักงานตำรวจแห่งชาติขอความร่วมมือจากประชาชนในการแจ้งข้อมูล เบาะแส หรือกรณีพบเห็นบุคคลที่มีพฤติกรรมน่าสงสัยทันที ผ่านสายด่วน 191 หรือ 1599
Commissioner General of the Royal Thai Police, welcomed the official visit of Commissioner of Police of the Hong Kong Special Administrative Region
On 4 February 2026, Police General Kittharath Punpetch, Commissioner General of the Royal Thai Police, welcomed the official visit of Mr. CHOW Yat-Ming Joe, Commissioner of Police of the Hong Kong Special Administrative Region, People’s Republic of China, and his delegation.
Police General Kittharath Punpetch, the Commissioner General, had informed Hong Kong police authorities the arrest of Mr. Mui Yiu-keung, aged 62, Chinese national (Hong Kong), who was wanted under an INTERPOL Red Notice on charges of Murder case in 1989. After nearly four decades, this cold case has finally reached its reckoning. Justice has been served for the crime he committed.
The incident took place on 31 August 1989 at Lung Ha Wan Beach, Sai Kung District, Hong Kong, where the suspect and three accomplices brutally assaulted a man, resulting in his death. Hong Kong police later arrested three of the suspects. However, the suspect managed to flee Hong Kong in 1994, with no clear travel records thereafter.
Investigations revealed that the suspect had unlawfully entered Thailand and remained in hiding for decades, Most recently, he owned a local congee restaurant in Nong Chok District, Bangkok. The Crime Suppression Division (CSD) under the Central Investigation Bureau (CIB), in close coordination with the Immigration Bureau and the Foreign Affairs Division, revealed his positive identification. He was arrested at his residence on 2 February.
On this occasion, the Commissioner of Police of Hong Kong expressed his appreciation to Police General Kittharath Punpetch and Thai authorities for their strong commitment. He commended the investigative capabilities of Thai law enforcement in successfully locating and apprehending a fugitive who had been a cold case for decades. The suspect has been initially charged and was handed over back to Hong Kong.
In light of the official visit, Commissioner of Police of the Hong Kong Special Administrative Region also extended his appreciation regarding the arrest of the notorious robbery fugitive occured on June 18th, 2025. The suspect, Mr. Su Kai, attacked the shop assistance and stole luxurious items, including 14 Hermès handbags, valued approximately HK$3 million (US$382,170). Later, he fled and took a flight destined to Bangkok, Thailand.
With prompt cooperation between Thailand and Hong Kong, Thai immigration authorities successfully arrested Mr. Su Kai at the Suvarnabhumi Airport. Hence, Hong Kong Police authorities presented the certification of appreciation as a gratitude for Thai police officers involved in this arrest operation.
Underscoring a stance on national security, the Royal Thai Police reaffirm zero-tolerance policy toward fugitives, sending a clear message that the Kingdom will not serve as a haven for criminals. With this commitment, the Royal Thai Police strongly encourage members of the public to promptly report information, clues, or suspicious individuals, via police hotline 191 and 1599.
