สำนักงานตำรวจแห่งชาติ ยกระดับคุมเข้มชายแดน หลังจับต่างด้าว 45 รายลอบเข้าไทย อ้างหนีการกวาดล้างแก๊งคอลเซ็นเตอร์จากประเทศเพื่อนบ้าน ย้ำไม่ปล่อยให้อาชญากรใช้ไทยเป็นแหล่งกบดาน พร้อมใช้กลไก NRM คัดแยกเหยื่อ–ผู้กระทำผิด เดินหน้าตัดวงจรค้ามนุษย์และเครือข่ายนำพาคนเข้าเมืองผิดกฎหมายอย่างเด็ดขาด
วันนี้ (8 ธันวาคม 2568) พล.ต.ต.จตุรภัทร์ ภิรมย์แก้ว รองโฆษกสำนักงานตำรวจแห่งชาติ เปิดเผยความคืบหน้ามาตรการป้องกันและปราบปรามอาชญากรรมข้ามชาติ โดยล่าสุดได้ยกระดับความเข้มงวดตลอดแนวชายแดนเพื่อสกัดกั้นการลักลอบเข้าเมืองผิดกฎหมาย ซึ่งถือเป็นภัยคุกคามที่อาจนำไปสู่ปัญหาสังคมและอาชญากรรมต่อเนื่อง โดยเมื่อวันที่ 6 ธันวาคม 2568 ที่ผ่านมา เจ้าหน้าที่ตำรวจได้สนธิกำลังร่วมกับฝ่ายทหารในพื้นที่จังหวัดตาก ปฏิบัติการด้านการข่าวเชิงลึกและเข้าสกัดจับกุมกลุ่มบุคคลต่างด้าวจำนวนมากถึง 45 ราย ขณะพยายามลักลอบข้ามพรมแดนธรรมชาติเข้ามาในราชอาณาจักรไทย
จากการสอบสวนเบื้องต้นพบข้อมูลที่น่าจับตาว่า กลุ่มบุคคลดังกล่าวให้การรับสารภาพถึงสาเหตุการหลบหนีเข้ามา ว่าเกิดจากสถานการณ์ความไม่สงบและการระดมกวาดล้างฐานปฏิบัติการแก๊งคอลเซ็นเตอร์อย่างหนักจากรัฐบาลประเทศเพื่อนบ้าน ทำให้กลุ่มคนเหล่านี้พยายามใช้ประเทศไทยเป็นพื้นที่หลบภัย หรืออาจแฝงตัวเข้ามาเพื่อตั้งฐานการกระทำผิดใหม่ ซึ่งสำนักงานตำรวจแห่งชาติตระหนักถึงภัยคุกคามนี้เป็นอย่างดี
พล.ต.ต.จตุรภัทร์ฯ กล่าวเน้นย้ำถึงกรณีนี้ว่า สำนักงานตำรวจแห่งชาติจะไม่นิ่งเฉยต่อภัยคุกคามใด ๆ ที่จะกระทบต่อความมั่นคงของชาติ โดยเฉพาะการที่กลุ่มอาชญากรรมข้ามชาติจะใช้ประเทศไทยเป็นแหล่งกบดาน หลบหนีคดี หรือใช้เป็นทางผ่าน เจ้าหน้าที่ตำรวจได้ผนึกกำลังกับหน่วยงานความมั่นคงทุกภาคส่วนเฝ้าระวังตลอด 24 ชั่วโมง
ทั้งนี้ ผู้ที่ลักลอบเข้ามาทุกรายจะต้องเข้าสู่กระบวนการทางกฎหมายที่เข้มงวด โดยจะนำ “กลไกการส่งต่อระดับชาติ” (National Referral Mechanism หรือ NRM) มาใช้เป็นเครื่องมือสำคัญในการคัดกรองบุคคล เพื่อแยกแยะว่าใครคือ “เหยื่อจากการค้ามนุษย์” ที่ต้องได้รับการคุ้มครอง และใครคือ “ผู้กระทำผิดหรืออาชญากร” ที่แฝงตัวมา ซึ่งหากพบว่าเป็นผู้กระทำผิด จะถูกดำเนินคดีตามกฎหมายอย่างเด็ดขาดและผลักดันออกนอกประเทศทันทีที่สิ้นสุดคดี
รองโฆษกสำนักงานตำรวจแห่งชาติ ยังได้กล่าวเพิ่มเติมถึงมาตรการเชิงรุกว่า นอกจากการจับกุมซึ่งหน้าแล้ว เจ้าหน้าที่ตำรวจกำลังเร่งสืบสวนขยายผลเพื่อให้ทราบถึงผู้บงการและเครือข่ายผู้นำพาที่อยู่เบื้องหลังขบวนการนี้ ตลอดจนตัดวงจรการขนย้ายคนผิดกฎหมายให้สิ้นซาก พร้อมทั้งได้สั่งการให้เพิ่มความเข้มข้นในการคัดกรองบุคคลทั้งทางบก ทางน้ำ และทางอากาศ โดยเพ่งเล็งไปที่การเฝ้าระวังขบวนการปลอมแปลงเอกสารและการสวมสิทธิ์บัตรประชาชน ซึ่งมักเป็นอาชญากรรมที่ตามมาจากการลักลอบเข้าเมือง ทั้งนี้ ทางการไทยได้มีการประสานงานแลกเปลี่ยนข้อมูลกับหน่วยงานบังคับใช้กฎหมายทั้งในและต่างประเทศอย่างใกล้ชิด เพื่อให้เท่าทันต่อแผนประทุษกรรมของอาชญากรข้ามชาติในยุคปัจจุบัน

“No Safe Haven”: RTP Arrests 45 Suspects Fleeing Neighboring Call Center Operations
(December 8, 2025) The Royal Thai Police (RTP) has announced significant progress in its ongoing measures to prevent and suppress transnational crime. Security along the border has been strictly elevated to intercept illegal immigration, a critical threat that fuels social issues and subsequent criminal activities. On December 6, a joint operation between police and military forces in Tak province resulted in the interception and arrest of 45 foreign nationals attempting to illegally cross into the Kingdom via natural border crossings.
Preliminary investigations revealed alarming intelligence: the detainees confessed that their attempt to enter Thailand was driven by political instability and intense crackdowns on “Call Center” gangs by the government of a neighboring country. Consequently, these groups are attempting to use Thailand as a sanctuary or to establish new operational bases for illicit activities. The Royal Thai Police is fully aware of this emerging threat.
Pol. Maj. Gen. Jaturapat Bhiromkaew, Deputy Spokesperson for the Royal Thai Police, emphasized the agency’s stance: “The Royal Thai Police will not tolerate any threats that compromise national security. We will strictly prevent transnational criminal groups from using Thailand as a hideout, an escape route, or a transit point. Police forces have integrated with all security sectors to maintain 24-hour surveillance.”
All individuals who enter the country illegally will undergo strict legal processing. Crucially, the “National Referral Mechanism” (NRM) will be utilized as a primary tool to screen and distinguish individuals. This process aims to identify “victims of human trafficking” who require protection versus “perpetrators or criminals” disguised as refugees. Those found to be offenders will face decisive prosecution and immediate deportation upon the conclusion of their cases.
The Deputy Spokesperson further elaborated on proactive measures, stating that beyond immediate arrests, the RTP is expanding investigations to identify masterminds and human smuggling networks behind these movements to dismantle the entire cycle. Directives have been issued to intensify screening across land, sea, and air routes, with a specific focus on detecting document forgery and identity theft—crimes frequently associated with illegal immigration. Furthermore, Thai authorities are closely coordinating and exchanging intelligence with domestic and international law enforcement agencies to stay ahead of modern transnational criminal tactics.
