พลเรือตรี ปารัช รัตนไชยพันธ์ โฆษกกองทัพเรือ เปิดเผยว่า 2 ธันวาคม 2568 กองกำลังป้องกันชายแดนจันทบุรีและตราด (กปช.จต.) โดย ฉก.นย.จันทบุรี ตรวจพบชายชาวจีนจำนวน 8 คน บริเวณสวนผลไม้บ้านหนองกระทิง อำเภอโป่งน้ำร้อน จังหวัดจันทบุรี
จากการสอบสวนเบื้องต้น ทั้งหมดให้การสอดคล้องกันว่าได้ หลบหนีจากประเทศเมียนมาร์ ผ่านช่องทางธรรมชาติ ภายหลังมี ปฏิบัติการกวาดล้างขบวนการ Cyber Scam และเครือข่ายอาชญากรรมข้ามชาติ ในพื้นที่ฝั่งเมียนมาร์อย่างเข้มข้น โดยกลุ่มดังกล่าวถูกลำเลียงมาปล่อยทิ้งในพื้นที่ เพื่อรอการเคลื่อนย้ายเข้าสู่ประเทศกัมพูชา ซึ่งเป็นเส้นทางที่พบการลักลอบเคลื่อนย้ายแรงงานผิดกฎหมายบ่อยครั้ง
กปช.จต. ได้ประสาน สภ.บ้านแปลง และ ตำรวจตรวจคนเข้าเมืองจังหวัดจันทบุรี เข้าดำเนินคดีตามกฎหมาย พร้อมยืนยันว่า การจับกุมและควบคุมตัวเป็นไปตามหลักสากลด้านมนุษยธรรม และเป็นไปตาม พระราชบัญญัติป้องกันการทรมานฯ มาตรา 5, 6, 7, 22 และ 23 อย่างเคร่งครัด
เพื่อสร้างความมั่นใจต่อสาธารณชน กองทัพเรือได้ปฏิบัติตาม ขั้นตอนมาตรฐานการจับกุมผู้หลบหนีเข้าเมือง ดังนี้
(1) ตรวจพบ–สกัดจับ–บันทึกหลักฐาน โดยใช้กำลังเท่าที่จำเป็นและแจ้งสถานะเจ้าหน้าที่อย่างชัดเจน
(2) ควบคุมตัวอย่างปลอดภัย ไม่ใช้เครื่องพันธนาการเกินจำเป็น และคำนึงถึงศักดิ์ศรีความเป็นมนุษย์
(3) สอบถามเบื้องต้นโดยไม่มีการข่มขู่ พร้อมชี้แจงสิทธิพื้นฐาน
(4) จัดทำบันทึกการจับกุมและส่งมอบให้ สภ.พื้นที่ อย่างโปร่งใสครบถ้วน
(5) ส่งต่อให้ ตม. ดำเนินการผลักดันกลับประเทศ โดยดูแลอาหาร น้ำดื่ม และสวัสดิการพื้นฐานตามมาตรฐาน

The Royal Thai Navy apprehends eight Chinese nationals who illegally crossed the border, believed to be fleeing Myanmar’s cyber-scam crackdown and attempting to relocate to Cambodia
Rear Admiral Paraj Ratanajaipan, Spokesperson of the Royal Thai Navy, reported that on 2 December 2025, the Chanthaburi–Trat Border Defense Command (CTBDC) under the Chanthaburi Marine Task Force, detected eight Chinese men in Pong Nam Ron District, Chanthaburi Province.
During the initial investigation, all individuals provided consistent statements indicating that they had fled Myanmar through an informal crossing following intensified suppression operations targeting cyber-scam syndicates and transnational criminal networks on the Myanmar side. The group had reportedly been transported and abandoned in the area while awaiting onward movement into Cambodia, a route frequently associated with illegal labour smuggling.
The Task Force coordinated with Ban Plaeng Police Station and the Chanthaburi Immigration Office to proceed with legal action. The Royal Thai Navy affirmed that the arrest and detention were conducted strictly in accordance with international humanitarian principles and fully complied with Sections 5, 6, 7, 22, and 23 of the Prevention and Suppression of Torture and Enforced Disappearance Act.
To assure public confidence, the Royal Thai Navy emphasized that all procedures followed the standard protocol for handling irregular migrants with full transparency, including the subsequent transfer to Immigration authorities for repatriation. Throughout the process, the individuals were provided with basic welfare, including food, water, and essential care, in accordance with established standards.
