วันนี้ (23 มิถุนายน 2568) ที่กองบัญชาการกองทัพบก พลตรี วินธัย สุวารี โฆษกกองทัพบก ชี้แจงเพิ่มเติมกรณีที่โฆษกกระทรวงกลาโหมกัมพูชากล่าวถึงเหตุการณ์ที่คณะนักปั่นจักรยานชาวไทยเข้าเยี่ยมชมบริเวณปราสาทตาเมือนธม โดยมีประเด็นสำคัญ ดังนี้
1.ประเด็นเรื่องอธิปไตยในพื้นที่ปราสาทตาเมือนธม ฝ่ายไทยขอยืนยันอย่างชัดเจนว่า ฝ่ายไทยใช้อำนาจอธิปไตยเหนือพื้นที่ปราสาทตาเมือนธมมาโดยตลอด ซึ่งเป็นข้อเท็จจริงที่ยึดโยงกับหลักฐานภูมิศาสตร์และการบริหารพื้นที่โดยหน่วยงานราชการไทยอย่างต่อเนื่อง
2.ประเด็นข้อกล่าวหาเรื่องการละเมิดข้อตกลงและการเผยแพร่ข้อมูลเท็จ ตามที่ฝ่ายกัมพูชาเรียกร้องให้ฝ่ายไทยเคารพข้อตกลงที่มีอยู่ และกล่าวหาว่าฝ่ายไทยเผยแพร่ข้อมูลบิดเบือน กองทัพบกขอยืนยันว่า ฝ่ายไทยเคารพต่อข้อตกลงและแนวทางความร่วมมือที่มีมาโดยต่อเนื่องเสมอมา ซึ่งที่ผ่านมากรณีที่มีข้อขัดแย้งในระดับพื้นที่ มักได้รับการแก้ไขผ่านกลไกหารือร่วมกันในพื้นที่อย่างสร้างสรรค์ ซึ่งส่งผลให้หลายปัญหาคลี่คลายด้วยดี อย่างไรก็ดี ในช่วงต้นปีที่ผ่านมา กลับพบว่าฝ่ายกัมพูชามีท่าทีลดความร่วมมือในการใช้กลไกความร่วมมือในลักษณะเดิมลงอย่างมีนัยสำคัญ แต่อย่างไรก็ตามฝ่ายไทยยังคงมุ่งมั่นที่จะใช้แนวทางที่สร้างสรรค์ดังกล่าวอย่างเสมอมา
3.ประเด็นเรื่องการแจ้งล่วงหน้าแก่ฝ่ายกัมพูชา โดยฝ่ายกัมพูชาปฏิเสธว่าไม่ได้รับการแจ้งใด ๆ จากฝ่ายไทยก่อนนำคณะนักปั่นเข้าพื้นที่ ทั้งในช่องทางวาจาหรือทางราชการ ในเรื่องนี้ กองทัพบกขอยืนยันว่า ฝ่ายไทยได้มีการแจ้งข้อมูลต่อชุดประสานงานของฝ่ายกัมพูชาที่ปฏิบัติหน้าที่ร่วมกันในพื้นที่แล้วล่วงหน้า ทั้งนี้ การเข้าเยี่ยมชมของประชาชนไทยในพื้นที่ปราสาทตาเมือนธม สามารถเข้าเที่ยวชมโดยเสรีโดยไม่กำหนดเวลา สำหรับข้อตกลงเรื่องเวลาและเงื่อนไขในการเข้าเยี่ยมชมปราสาทนั้น ได้มีการตกลงกันไว้เฉพาะนักท่องเที่ยวชาวกัมพูชาเท่านั้น ซึ่งฝ่ายไทยได้อนุโลมให้ขึ้นมาท่องเที่ยวได้ในช่วงเวลา 09.00 –15.00 น. พร้อมกันนั้น ทั้งสองฝ่ายยังตกลงร่วมกันให้จัดเจ้าหน้าที่มาอำนวยความสะดวกแก่นักท่องเที่ยวฝ่ายละไม่เกิน 5 คน
4.ประเด็นที่ฝ่ายกัมพูชากล่าวหาว่าโฆษกกองทัพบกไทย ให้ข้อมูลที่ไม่เหมาะสม โดยเฉพาะการกล่าวถึงปัญหาบางส่วนอาจมีต้นตอมาจากความสัมพันธ์ภายในของกองทัพกัมพูชาเอง กองทัพบกขอยืนยันว่าการสื่อสารเพื่อให้สังคมได้รับทราบต่อกรณีเหตุการณ์ต่างๆ ที่เกิดขึ้นนั้น เป็นไปตามข้อมูลข้อเท็จจริงและหลักฐานที่มีที่ปรากฏ และไม่ได้มีการปกปิด หรือหาเหตุที่จะใช้เพื่อเบี่ยงเบนความผิดพลาด ในเรื่องมีการละเมิดข้อตกลงระหว่างกัน อย่างที่มีการกล่าวอ้างแต่อย่างใด
นอกจากนี้โฆษกกองทัพบกยังได้กล่าวว่า กองทัพบกจะปฏิบัติหน้าที่ในการปกป้องอธิปไตยของไทยอย่างดีที่สุด ภายใต้กรอบรัฐธรรมนูญแห่งราชอาณาจักรไทย และตามกลไกของรัฐบาล พร้อมทั้งยึดหลักการแก้ไขปัญหาโดยสันติวิธี ใช้กลไกความร่วมมือ และเคารพกติกาสากลอย่างเคร่งครัด เพื่อรักษาเสถียรภาพและสันติภาพตามแนวชายแดนร่วมกันอย่างยั่งยืน
Army Spokesperson Provides Additional Clarification on the Incident of Cycling Group’s Visit to Ta Muen Thom Temple
Today (23 June 2025) at the Royal Thai Army Headquarters, Major General Winthai Suvaree, Army spokesperson provided additional clarification regarding the Cambodian Ministry of Defense spokesperson’s remarks on the incident involving a Thai cycling group’s visit to Ta Muen Thom Temple area. The key points are as follows:
1.Issue Concerning Sovereignty over Ta Muen Thom Temple Area :
The Thai side firmly asserts that Thailand has exercised sovereignty over Ta Muen Thom Temple area, supported by geographical evidence and continuous administration by Thai government agencies.
2.Issue Concerning Allegations Regarding Agreement Violations and Dissemination of False Information :
Regarding Cambodia’s call for Thailand to respect existing agreements and allegations that Thailand has disseminated distorted information, the Royal Thai Army affirms that Thailand has always respected agreements and cooperative approaches that have been continuously maintained. In the past, conflicts at the local level have often been resolved through constructive joint consultation mechanisms in the area, resulting in successful resolution of many problems. However, earlier this year revealed a significant reduction in Cambodia’s use of existing cooperative mechanisms. Nevertheless, Thailand remains committed to consistently using such constructive approaches.
- Issue Concerning Prior Notification to Cambodia:
Cambodia denied receiving any notification from Thailand before bringing the cycling group into the area, either verbally or officially. On this matter, the Royal Thai Army affirms that Thailand had already provided advance notification to the Cambodian coordination team operating jointly in the area.
Furthermore, Thai citizens are allowed to freely visit Ta Muen Thom Temple without time restrictions. The agreement regarding the time and conditions of temple visits was expressly crafted for Cambodian tourists, who have been granted permission to visit the temple from 09:00 to 15:00. Furthermore, both parties consented to designate a maximum of five officials from each side to facilitate travelers.
4.Issue Concerning Allegations Related to the Royal Thai Army Spokesperson’s Statement:
Cambodia alleged that the Royal Thai Army spokesperson provided inappropriate information, particularly the analysis that some problems might originate from internal relationships within the Cambodian military itself. The Royal Thai Army affirms that its communications regarding various incidents are based on factual information and available evidence, with no intention to conceal the truth or deflect from any violations of mutual agreements, as alleged.
Furthermore, the Army spokesperson stated that the Royal Thai Army will perform its duty to protect Thai sovereignty to the best of its ability under the framework of the Constitution of the Kingdom of Thailand and according to government mechanisms, while adhering to the principle of peaceful problem resolution, using cooperative mechanisms, and strictly respecting international rules to maintain stability and peace along the shared border sustainably.
