สำนักงานตำรวจแห่งชาติเข้าร่วมประชุมอาชญากรรมข้ามชาติกรอบอาเซียน เดินหน้าดูแลความปลอดภัยทั่วทั้งภูมิภาค มุ่งยกระดับความร่วมมือ 5 ด้านหลัก พร้อมเดินหน้าเตรียมความพร้อมประเทศไทยเป็นเจ้าภาพ ปี 2571
วันนี้ (20 มิถุนายน 2569) พล.ต.ต.จตุรภัทร์ ภิรมย์แก้ว ผู้บังคับการกองการต่างประเทศ ในฐานะรองโฆษกสำนักงานตำรวจแห่งชาติ เปิดเผยว่า เมื่อวันที่ 16-18 มิถุนายน 2569 สำนักงานตำรวจแห่งชาติเข้าร่วมการประชุมเจ้าหน้าที่อาวุโสอาเซียนด้านอาชญากรรมข้ามชาติ ครั้งที่ 26 (SOMTC) ซึ่งเป็นการประชุมผ่านระบบทางไกล (Video Conference) โดยมีประเทศฟิลิปปินส์เป็นเจ้าภาพและทำหน้าที่ประธานในที่ประชุม
การประชุม SOMTC เป็นกลไกพหุภาคีหลักภายใต้กรอบอาเซียน มีวัตถุประสงค์เพื่อหารือ แลกเปลี่ยนข้อมูลข่าวสาร และประสานความร่วมมือระหว่างประเทศสมาชิกในการป้องกันและปราบปรามอาชญากรรมข้ามชาติที่เป็นภัยคุกคามต่อความมั่นคงในภูมิภาค โดยมีสำนักงานตำรวจแห่งชาติเป็นหน่วยงานรับผิดชอบหลักของประเทศไทย
พล.ต.อ.กิต์รัฐ พันธุ์เพ็ชร์ ผู้บัญชาการตำรวจแห่งชาติ ได้มอบหมายให้ พล.ต.ท.วรวัฒน์ อมรวิวัฒน์ ผู้ทรงคุณวุฒิพิเศษ ตร. เป็นหัวหน้าคณะผู้แทนไทย และ พล.ต.ต.จตุรภัทร์ ภิรมย์แก้ว ผู้บังคับการกองการต่างประเทศ เป็นรองหัวหน้าคณะ พร้อมด้วยคณะผู้แทนจากหน่วยงานในสังกัดสำนักงานตำรวจแห่งชาติ ได้แก่ สำนักงานตรวจคนเข้าเมือง, กองบัญชาการตำรวจปราบปรามยาเสพติด, กองบัญชาการตำรวจสืบสวนสอบสวนอาชญากรรมทางเทคโนโลยี, กองบังคับการ ปราบปรามการค้ามนุษย์, กองบังคับการปราบปรามการกระทำความผิดเกี่ยวกับทรัพยากรธรรมชาติและสิ่งแวดล้อม และ กองการต่างประเทศ ร่วมกับผู้แทนจากหน่วยงานภายนอก ได้แก่ กองการต่างประเทศ, กรมอุทยานแห่งชาติ สัตว์ป่า และพันธุ์พืชและสำนักงาน ป.ป.ส. เข้าร่วมประชุม
สำหรับการประชุมครั้งนี้จัดขึ้นรวมทั้งหมด 3 วัน โดยเป็นการประชุมร่วมกันของหลายประเทศ แบ่งออกเป็น 2 ส่วนหลัก ๆ คือ วันแรกเป็นการพูดคุยกันเฉพาะกลุ่มประเทศสมาชิกอาเซียน รวมถึงติมอร์-เลสเต สมาชิกใหม่ของอาเซียน ส่วนวันที่ 2 และ 3 เป็นการประชุมร่วมกันระหว่างอาเซียนกับประเทศคู่เจรจา 10 ประเทศ ได้แก่ จีน ญี่ปุ่น เกาหลีใต้ อินเดีย นิวซีแลนด์ แคนาดา ออสเตรเลีย สหภาพยุโรป รัสเซีย และสหรัฐอเมริกา โดยประเทศไทยได้ร่วมผลักดันการแก้ปัญหาอาชญากรรมข้ามชาติที่ส่งผลกระทบต่อประชาชน 5 ประเด็นหลัก ได้แก่ การลักลอบค้ายาเสพติด, การค้ามนุษย์, อาชญากรรมไซเบอร์ (เช่น แก๊งคอลเซ็นเตอร์และโกงออนไลน์), การฟอกเงิน และการค้าสัตว์ป่าและพืชป่าผิดกฎหมาย
ข้อสรุปทั้งหมดจากการประชุมครั้งนี้จะรายงานต่อไปยังที่ประชุมระดับรัฐมนตรีอาเซียน (AMMTC) เพื่อรับรองอย่างเป็นทางการในเดือนสิงหาคมนี้ ซึ่งการประชุมในครั้งนี้ถือเป็นก้าวสำคัญของไทยก่อนจะรับไม้ต่อเป็นเจ้าภาพอาเซียนในปี 2571 ต่อจากประเทศสิงคโปร์
ทั้งนี้ สำนักงานตำรวจแห่งชาติและหน่วยงานที่เกี่ยวข้องพร้อมเดินหน้าดูแลความปลอดภัย เพื่อให้ประชาชนได้ใช้ชีวิตอย่างอุ่นใจ และห่างไกลจากภัยคุกคามในทุกรูปแบบ
Royal Thai Police Join Senior Officials Meeting on Transnational Crime (SOMTC) to Ensure Regional Safety
(June 20, 2026),Pol. Maj. Gen. Jaturapat Bhiromkaew, Deputy Spokesperson of the Royal Thai Police, announced The Royal Thai Police participated in the 26th ASEAN Senior Officials Meeting on Transnational Crime (SOMTC) and its Related Meetings, held via Video Conference between 16-18 June 2026, with the Philippines serving as the host and chair.
SOMTC is the primary multilateral mechanism under the ASEAN framework aimed at discussing exchanging information, and coordinating cooperation among member states to prevent and suppress transnational crime threatening regional security, with the Royal Thai Police serving as the main focal agency for Thailand.
For this meeting, Pol. Gen. Kittharath Punpetch, Commissioner-General of the Royal Thai Police, assigned Pol. Lt. Gen. Voravat Amornvivat, Expert of the Royal Thai Police, as the Head of the Thai Delegation, and Pol. Maj. Gen. Jaturapat Bhiromkaew, Commander of the Foreign Affairs Division,as the Deputy Head. The delegation included representatives from specialized units within the Royal Thai Police—namely the Immigration Bureau, Narcotics Suppression Bureau, Cyber Crime Investigation Bureau, Anti-Trafficking in Persons Division, Foreign Affairs Division of the Royal Thai Police and Natural Resources and Environmental Crime Suppression Division—alongside external agencies, including Division of the Foreign Affairs Department of National Parks, Wildlife and Plant Conservation and the Office of the Narcotics Control Board.
The 3-day multilateral meeting was structured into two main parts: the first day focused exclusively on consultations among ASEAN member states, including Timor-Leste as a new ASEAN member Country, while the second and third days featured joint sessions between ASEAN and its 10 Dialogue Partners, including China, Japan, South Korea, India, New Zealand, Canada, Australia, the European Union, Russia, and the United States.
During the sessions, Thailand actively drove solutions for transnational crimes directly impacting the citizens across 5 key areas : Drug trafficking ,Human trafficking ,Cybercrime (such as call center scams and online fraud) ,Money laundering ,Illegal wildlife and plant trafficking.
All conclusions from this meeting will be forwarded to the ASEAN Ministerial Meeting on Transnational Crime (AMMTC) for official endorsement this August. The completion of this meeting marks a crucial stepping stone for Thailand before assuming the ASEAN Chairmanship in 2028, succeeding Singapore. With this in mind, The Royal Thai Police and relevant agencies are ready to move forward to protect our community, so that everyone can live safely and free from all threats.
