วันนี้ (23 มกราคม 2568) เวลา 11.00 น. พล.ต.อ.ธัชชัย ปิตะนีละบุตร จเรตำรวจแห่งชาติ ในฐานะผู้อำนวยการศูนย์ปราบปรามอาชญากรรมทางเทคโนโลยี สำนักงานตำรวจแห่งชาติ (จตช./ผอ.ศปอส.ตร.) เข้าพบ พล.อ.พนา แคล้วปลอดทุกข์ ผู้บัญชาการทหารบก (ผบ.ทบ.) เพื่อหารือเรื่องมาตรการปราบปรามอาชญากรรมทางเทคโนโลยี ณ กองบัญชาการกองทัพบก ถ.ราชดำเนินกลาง แขวงบางขุนพรหม เขตพระนคร กรุงเทพมหานคร โดยมี พล.อ.เอกรัตน์ ช้างแก้ว ปธ.คปษ.ทบ. , พล.อ.ชิษณุพงศ์ รอดศิริ ผู้ช่วย ผบ.ทบ. , พล.อ.ธงชัย รอดย้อย เสธ.ทบ. และคณะ พร้อมด้วย พล.ต.ท.กิติศักดิ์ ดุรงควิบูลย์ ผู้บัญชาการตำรวจภูธรภาค 6 , พล.ต.ต.พงษ์สยาม มีขันทอง รองผู้บัญชาการตำรวจท่องเที่ยว , พล.ต.ต.ณัฐพงษ์ สัตยานุรักษ์ รองผู้บัญชาการตำรวจสอบสวนกลาง และคณะ ร่วมหารือ
ด้วยปัจจุบัน ปัญหาการหลอกลวงบุคคลให้ไปทำงานในต่างประเทศโดยไม่ชอบด้วยกฎหมาย มีแนวโน้มเพิ่มขึ้นอย่างต่อเนื่อง โดยเฉพาะการใช้ประเทศไทยเป็นทางผ่านในการส่งแรงงานไปยังประเทศที่ 3 รวมถึงปัญหาอาชญากรรมทางเทคโนโลยี แก๊งคอลเซ็นเตอร์ ที่มีการหลอกลวงคนไทยหรือชาวต่างชาติไปทำงาน โดยผ่านช่องทางตรวจคนเข้าเมือง หรือช่องทางธรรมชาติ ซึ่งส่งผลกระทบต่อภาพลักษณ์ของประเทศ และก่อให้เกิดความเสียหายต่อชีวิตและทรัพย์สินของผู้เสียหายเป็นวงกว้าง
สำนักงานตำรวจแห่งชาติมีความห่วงใยปัญหาดังกล่าวเป็นอย่างยิ่ง และเล็งเห็นความสำคัญในการร่วมมือกันในการแก้ไขปัญหาอย่างเร่งด่วน จึงร่วมหารือในครั้งนี้เพื่อแลกเปลี่ยนความคิดเห็นเกี่ยวกับมาตรการป้องกันและแก้ไขปัญหาดังกล่าว ให้บังเกิดผลอย่างเป็นรูปธรรม สร้างความเชื่อมั่นและศรัทธาให้แก่ประชาชน
พล.ต.อ.ธัชชัยฯ กล่าวว่า สำนักงานตำรวจแห่งชาติได้มีข้อเสนอแนวทางการแก้ไขปัญหาดังกล่าวร่วมกัน ระหว่างสำนักงานตำรวจแห่งชาติและกองทัพบก โดยขอความร่วมมือปิดกั้นเส้นทางธรรมชาติทั้งหมด เพื่อป้องกันการเข้าออกโดยไม่ได้รับอนุญาต และร่วมตรวจสอบเสาสัญญาณโทรคมนาคมที่ติดตั้งโดยที่จะรับอนุญาต หรือมีความผิดปกติตามแนวชายแดน พร้อมเฝ้าระวังบุคคลมีพฤติกรรมน่าสงสัยเดินทางเข้ามากดเงินที่ตู้ atm ในประเทศไทย แล้วกลับไปตามช่องทางธรรมชาติในพื้นที่ชายแดน รวมทั้งหารือการบังคับใช้กฎหมายพิเศษในพื้นที่
ทั้งนี้ ในที่ประชุมเห็นพ้องว่า ในระดับพื้นที่เห็นควรใช้กลไกของศูนย์สั่งการชายแดนไทยกับประเทศเพื่อนบ้านด้านเมียนมา ของจังหวัดตาก กำหนดให้ 5 อำเภอชายแดน จังหวัดตาก เป็นพื้นที่ควบคุมในการป้องกันและแก้ไขปัญหาชาวต่างชาติถูกหลอกลวงและการค้ามนุษย์ ได้แก่
การคัดกรองเข้าพื้นที่ อ.แม่สอด ทั้งทางถนนและทางอากาศ รวมทั้งบริเวณด่านตรวจ ให้คัดกรองชาวต่างชาติที่เดินทางเข้า อ.แม่สอด อย่างเข้มข้น ซักถามวัตถุประสงค์ของการเดินทางเข้ามาในพื้นที่อย่างละเอียด หากไม่มีหนังสือรับรองจากสถานทูต หรือไม่สามารถชี้แจงวัตถุประสงค์ ไม่มีที่พัก หรือแผนการเดินทางกลับอย่างชัดเจน เห็นควรแจ้งสถานทูต และงดเว้นไม่ให้เดินทางเข้าในพื้นที่อำเภอแม่สอด และใช้มาตรการทางกฎหมายลงโทษ รถยนต์ที่รับจ้างนำพาบุคคลต่างชาติเข้าพื้นที่
การจำกัดการเข้าพื้นที่ ให้เจ้าหน้าที่ตำรวจ ทหาร และผู้เกี่ยวข้อง ตั้งด่านตรวจร่วมเพิ่มเติม บริเวณเส้นทางที่จะเดินทางเข้าไปในพื้นที่ อ.แม่ระมาด และ อ.พบพระ จ.ตาก
การตรวจสอบโรงแรมที่พัก โดยให้เจ้าหน้าที่ตำรวจตรวจคนเข้าเมืองตรวจสอบโรงแรมที่พักทุกแห่งใน อ.แม่สอด ที่ชาวต่างชาติเข้ามาพัก ว่าได้แจ้งข้อมูลการเข้าพักของบุคคลต่างชาติให้ทราบหรือไม่ ตาม พ.ร.บ.คนเข้าเมือง พ.ศ. 2522 หากไม่มีการแจ้งให้บังคับใช้กฎหมายอย่างเคร่งครัด
การสกัดกั้น โดยบูรณาการกำลังร่วมระหว่างตำรวจ ทหาร ฝ่ายปกครอง และภาคส่วนที่เกี่ยวข้อง ตั้งจุดตรวจ/จุดสกัดตลอด 24 ชั่วโมง ในเส้นทางหลักและเส้นทางรองที่จะเข้าสู่ชายแดน เพื่อป้องกันไม่ให้ชาวต่างชาติลักลอบข้ามแดน
ทั้งนี้ จะมีการประชุมประเมินและติดตามการดำเนินการร่วมในการแก้ปัญหาดังกล่าวเป็นระยะ เพื่อให้การแก้ปัญหาเป็นไปอย่างมีประสิทธิภาพ และเห็นผลเป็นรูปธรรมโดยเร็ว
Thai Police and Military Join Forces to Eliminate Call Center Gangs Along the Border
Today (January 23, 2025) at 11:00 AM, Pol. Gen. Thatchai Pitaneelaboot, the Senior Inspector General and Head of the The Police Cyber Taskforce (PCT), met with General Pana Claewplodtook, Commander in Chief of the Royal Thai Army, to discuss measures to tackle technology-related crimes at the Army Headquarters, Ratchadamnoen Klang Road, Bang Khuan Prom District, Phra Nakhon, Bangkok. Present were Gen. Ekkrath Changkaew, Chairman of the Army’s Policy and Strategy Committee; Gen. Chitsanupong Rodsiri, Deputy Army Commander; Gen. Thongchai Rodyoi, Army Chief of Staff; and other officials, along with Pol. Lt. Gen. Kitisak Durongkhwibul, Commander of Police Regional 6; Pol.Maj.Gen. Phongsiam Meekhantong, Deputy Commissioner of the Tourist Police; and Pol.Col. Natthapong Satyanurak, Deputy Commander of the Central Investigation Bureau, among others.
Currently, the problem of fraudulent job placements abroad through illegal means is steadily increasing, especially the use of Thailand as a transit country for sending workers to third countries, including technology crimes and call center gangs that deceive Thai nationals or foreigners into working illegally through immigration channels or natural routes. This impacts the country’s image and causes significant harm to the lives and properties of victims.
The Royal Thai Police is very concerned about this issue and recognizes the importance of collaborating to urgently address it. Therefore, discussions were held to exchange views on prevention and solutions to create tangible results and restore public confidence.
Pol. Gen. Thatchai stated that the Royal Thai Police has proposed a joint approach to address these issues between the Royal Thai Police and the Army, requesting cooperation to block all natural routes to prevent unauthorized entry and to inspect telecommunications signal towers that are improperly installed along the border, while monitoring suspicious individuals withdrawing money from ATMs in Thailand and returning through natural border routes. Additionally, discussions included the enforcement of special laws in the area.
The meeting agreed that at the local level, the mechanism of the Border Command Center with neighboring Myanmar in Tak Province should be used to designate five border districts in Tak as controlled areas to prevent foreigners from being deceived and human trafficking, including:
- Screening individuals entering Mae Sod District, both by road and air, including at checkpoints, to intensively screen foreign nationals traveling to Mae Sod. They will be questioned in detail about their purpose of traveling to the area. If they do not have a letter of recommendation from the embassy or cannot clarify their purpose, have no accommodation, or clear return travel plans, they should be reported to the embassy and denied entry to Mae Sod. Legal measures will be enforced against vehicles hired to bring foreigners into the area.
- Limiting access to the area, allowing police, military, and relevant officials to establish additional checkpoints on the routes leading to Mae Ramad and Phob Phra Districts in Tak.
- Inspecting hotels, requiring immigration police to check all hotels in Mae Sod where foreigners stay to ensure they have reported the arrival of foreign guests as per the Immigration Act of 1979. If there is no reporting, strict legal enforcement will be implemented.
- Intercepting and integrating forces from police, military, administrative officials, and relevant sectors to establish checkpoints/screening points 24/7 on primary and secondary routes leading to the border to prevent illegal crossings by foreigners.
Furthermore, there will be regular meetings to assess and follow up on joint efforts to effectively tackle these problems, ensuring swift and practical results.
