เมื่อวันที่ 23 สิงหาคม พ.ศ. 2568 พลตรี วินธัย สุวารี โฆษกกองทัพบก เปิดเผยว่า กองทัพบก โดยสำนักงานผู้ช่วยทูตฝ่ายทหารสถานเอกอัครราชทูตไทย ณ กรุงพนมเปญ ได้ส่งหนังสือถึงทางการกัมพูชา หลังพบว่าฝ่ายกัมพูชามีการเผยแพร่ผลการเจรจา RBC ที่บิดเบือนข้อเท็จจริง โดยมีเนื้อหาสำคัญ ดังนี้
ตามที่ปรากฏในข่าวเผยแพร่เกี่ยวกับผลสำเร็จของการเจรจาระหว่างกัมพูชาและไทย ภายหลังจากการประชุมคณะกรรมการชายแดนส่วนภูมิภาค (Regional Border Committee: RBC) เมื่อวันที่ 22 สิงหาคม 2568 ณ จังหวัดสระแก้ว ประเทศไทย โดยกองทัพภูมิภาคที่ 5 ของราชอาณาจักรกัมพูชา ซึ่งในเอกสารฉบับภาษาอังกฤษที่ฝ่ายกัมพูชาเผยแพร่ มีข้อความบางตอนที่เกี่ยวข้องกับประเด็นว่า “ในการประชุม ทั้งสองฝ่ายยังได้หารือถึงมาตรการในทางปฏิบัติเพื่อแก้ไขปัญหาเรื่องลวดหนามและสิ่งกีดขวางอื่น ๆ โดยมีวัตถุประสงค์เพื่อลดความยากลำบากของชุมชนในพื้นที่ อำนวยความสะดวกแก่ประชาชนในการเดินทางกลับบ้านอย่างปลอดภัย และลดผลกระทบต่อการดำรงชีวิตให้ได้โดยเร็วที่สุด”
กองทัพบกไทย โดยสำนักงานผู้ช่วยทูตฝ่ายทหาร สถานเอกอัครราชทูตไทย ณ กรุงพนมเปญ ขอเรียนว่า คณะกรรมการชายแดนส่วนภูมิภาค (RBC) เป็นกลไกทวิภาคีด้านความมั่นคงชายแดน มิใช่เวทีสำหรับฝ่ายใดฝ่ายหนึ่งที่จะเผยแพร่ข้อมูลที่บิดเบือนสู่สาธารณชน การเผยแพร่ท่าทีที่อาจทำให้เกิดความเข้าใจผิดและบั่นทอนความเชื่อมั่นซึ่งกันและกัน เกี่ยวกับประเด็นที่ไม่ได้ถูกบันทึกไว้ในรายงานการประชุมอย่างเป็นทางการ ถือว่าไม่เหมาะสม
ดังนั้น ฝ่ายไทยจึงใคร่ขอให้ฝ่ายกัมพูชา ยึดถือบันทึกรายงานการประชุมร่วมของคณะกรรมการและฝ่ายเลขานุการทั้งสองฝ่าย เพื่อให้ประเด็นดังกล่าวถูกหยิบยกขึ้นมาพิจารณาในการประชุมคณะกรรมการชายแดนทั่วไป (GBC) และแก้ไขในการประชุมคณะกรรมาธิการเขตแดนร่วม (JBC) ต่อไป
The Defence and Army Attaché, Royal Thai Embassy in Phnom Penh, has sent a formal protest letter to the Cambodian authorities after discovering the dissemination of distorted facts regarding the RBC negotiation results.
On August 23, 2025, Major General Winthai Suvaree, Army spokesperson, revealed Royal Thai Army, through the Office of Defence Attaché, Royal Thai Embassy in Phnom Penh, Kingdom of Cambodia, had sent a letter to the Cambodian authorities after discovering that the Cambodian side had disseminated distorted facts regarding the RBC negotiation results. The key content is as follows:
As reflected in the press release on the achievements of the negotiations between Cambodia and Thailand, arising from the Regional Border Committee (RBC) held on 22 August 2025 in Sa Kaeo Province, Kingdom of Thailand, by the 5th Military Region of the Kingdom of Cambodia, in the Cambodian side’s English version of the document, certain passages appear on the matter of “During the meeting, both sides also discussed exploring practical measures to address the issues for barbed wire, and other obstructions, with a view to alleviating the difficulties faced by local communities, facilitating the safe return of people to their homes, and mitigating the impacts on their livelihoods at the earliest possible time.”
Royal Thai Army, through the Office of Defence Attache, Royal Thai Embassy in Phnom Penh, Kingdom of Cambodia, wishes to convey that the Regional Border Committee (RBC) is a bilateral mechanism for border security, not a platform for either party to disseminate distorted information to the public. The dissemination of positions that create misunderstanding and undermine mutual trust concerning issues not included in the official records of the Committee’s agreements is inappropriate. Therefore, the Thai side respectfully requests that the Cambodian side adhere to the official records of the joint meetings of the Committee and its Secretariats of both parties, so that such matters may be raised for discussion at the General Border Committee (GBC) meeting and subsequently addressed at the Joint Boundary Commission (JBC) meeting.”
